Green Party to Sue BNR for not including French on Banknotes

{Rwanda’s Democratic Green Party has said it will file a lawsuit against the Central Bank of Rwanda (BNR) for deliberately deciding not to put the French language on banknotes.}

Dr. Frank Habineza, Green’s President says that this is unacceptable as long as Rwandan Constitution establishes three languages Kinyarwanda, English and French as official languages.

“We wrote to the Governor of the BNR asking him to comply with the law in terms of languages to put on the banknotes in question.” Habineza said during an Interview with IGIHE

However, Habineza said that the fact that the Central Bank did not answer their request is a way of telling them to head to the Tribunal which is the guarantor of the constitution.

Dr. Frank Habineza indicates that the party’s counsel is looking for the terms of complaint that will be sent to the courts.

“We cannot fight for democracy as long as the laws are not respected especially the constitution.”

Habineza found not to put the French language on the identity card, the passport and other official documents, as a sign of deliberate deprivation of that language in Rwanda.

For the BNR, although French is a language officially recognized, no implementing legislation shows that it should be included on all documents and official emblems of the country.

It says it cannot discuss the issue because Green Party has released a statement to that effect.
