When Rwanda Governance Board (RGB) presented the fifth edition of its governance scorecard 2017-2018 to the two chambers of Parliament, it was revealed that the domestic debt was one of the sub-indicators for low citizens’ rating of services delivery.
It was noted that some state-owned institutions delay to pay entrepreneurs who are awarded different tenders, which in turn affects money circulation among citizens.
RGB acting CEO, Dr. Usta Kaitesi said that this is a serious issue.
“Some of the critical issues that arose during the Governance Month were delayed payments, starting at Rwf2.3 billion and compensation amounting to Rwf2. 4 billion in the past five years,” she said.
Kaitesi added that use of technology in services provision is low at 44.11% against the 100% target by 2024 as per the Government’s Seven-Year-Government Program.
