Speaking to Radio Rwanda the minster of disaster management and refugee affairs Seraphine Mukantabana said “Relocating them was necessary because as military men they are not supposed to remain close to the border of the country they fled, this is what international norms strictly dictate.”
The minister disclosed that the fighters will now remain in Ngoma in a transit facility for about five months.
“They are expected to sign a written renunciation not to resume military activities after which they can be voluntarily repatriated.”
Mukantabana added, The soldiers are entitled to having contact with their families according to the minister adding that the UN has an obligation to provide assistance in availing the necessary requirements for them since they are not Rwandan citizens neither are they prisoners.
