The initiative was organized in collaboration with Polytechnic Integrated Polytechnic Regional Colleges (IPRCs).

CP Jean Bosco Kabanda, RCS Commissioner in charge of correction told beneficiaries that the country endeavors to improve the welfare of all Rwandans without leaving behind inmates.
He said acquired skills will be beneficial when they are integrated into the community.
Vocational education is part of Rwanda’s programs implemented to foster creations of new jobs to reduce unemployment and scale up economic growth.
In a meeting at the Prime Minster’s Office Kimihurura, the duo discussed and commended the bilateral relations existing between the two countries in various sectors including health, commerce, air transport, agriculture, and security.
Ngirente hailed the cooperation existing between Rwanda and Egypt, saying that the two countries enjoy friendly and cordial relations and that they are all committed to further strengthen it towards the betterment of citizens of both countries.
“The bilateral relations between Rwanda and Egypt have existed since 1970 with agriculture and culture being the two main sectors of cooperation at the time. Today the cooperation has grown and extended to other important sectors that include health, agriculture, commerce, air transport, environment, and security,” said Prime Minister Ngirente.
Dr. Ali Abdel Aal, the Speaker of the House of Representatives of Egypt commended President Kagame and the people of Rwanda for the resilience and courage that have translated into visible achievements after the country experiencing a tragic period of the 1994 Genocide against the Tutsi.
The AACB has the objective of promoting co-operation in the monetary, banking and financial spheres in the African region as well as envisage the advent of a single currency and a common central bank.
“The 42nd ordinary meeting of the AACB, will be preceded by a symposium on 31st July 2019 under the theme “Rising African Sovereign Debt: Implications for Monetary Policy and Financial Stability”.
The symposium will host more than 400 participants including, African Central Bank Governors and their senior staff, domestic economic policymakers, development partners, financial sector players, academia, think tanks and representatives of African Regional Economic Communities.
The Symposium is aimed mainly at promoting exchanges among economic policy-makers and other participants. Discussions will include appropriate strategies for sovereign debt management, drawing on lessons learned in Africa and other regions of the world.
The exchanges will also focus on the challenges faced by African countries, with a view to keeping the public debt at a sustainable level, while financing the development agenda.
Prior to the AACB meetings, the National Bank of Rwanda will also host the East African Community Central Bank Governors’ Monetary Affairs Committee (MAC) meeting on 30th July 2019.

The President of the African Union Commission, Moussa Faki Mahamat also sent a condolence message to Tunisians.
” I am deeply saddened to learn about the passing of President of Tunisia, Beji Caïd Essebsi, on this 25th July 2019. My condolences with his family, people and the Government of Tunisia” he said.
Essebsi, 92, has passed away after being hospitalized for the third time in recent weeks.
Radio station Mosaique and state broadcaster Wataniya have reported Beji Caid Essebsi was hospitalized Wednesday night for unspecified health trouble.
Essebsi is Tunisia’s first democratically elected president, having won office in 2014 in the wake of the country’s Arab Spring uprising.
He recently announced he wouldn’t run in the election scheduled for November, saying a younger person should lead the country.
He was hospitalized twice in June.

Members turned violent today morning and forcefully sent away the court bailiff.
Following the incident, Semajambi postponed the auctioning to 1st August 2019.
The court bailiff went to auction the property without any security officials.
On the same day, members of the cooperative filed a lawsuit against the auctioning, a court session that the bailiff never attended.
The abattoir was reportedly completed at a cost of Rwf 372 million but heads of the cooperative later allegedly approved a payment of Rwf 435 million to building contractors that constructed the facility and signed the fraudulent document without the consent of the cooperative members.
The management and contractors involved in the fraudulent acts were all arrested.
It is said that they had forged signatures of cooperative members.
Members complained that the court considered documents forged by their leaders.
Beatha Mukanoheri, the secretary of KOADU said: “The court bailiff has absented himself in the court where he was summoned so that his plan to auction the abattoir is not halted.”
Bailiff Semajambi, however, said there is no court ruling on halting the auctioning.
“We postpone the auctioning over residents’ complaints but there is no court ruling canceling the auctioning. The auctioning is adjourned to 1st August 2019. Nothing will halt the auction. We will come with security officials next time,” he said.
The management of Rwanda Cooperative Agency (RCA) recently stopped the auctioning of the abattoir over suspected fraudulent acts committed by former managers of the cooperative.
Police spokesperson in Southern Province, CIP Bonaventure Karekezi has said that Karake was arrested on information provided by residents.
“The man told residents that he works for a project registering children between 7 and 23 years old to get free school fees for primary, secondary and university education. He promised the support on condition that every targeted household to benefit from the funding had to pay Rwf 300,000. Residents alerted the police leading to his arrest,” he said.
CIP Karekezi said that Karake was found with three identifications featuring his picture with different names as well as forged forms he used to cheat residents that children are approved beneficiaries of Compassion International.
He appealed on residents to be mindful to detect swindlers promising them support or other services unknown by grassroots leadership.
Karake has been handed to Rwanda Investigation Bureau (RIB) station in Kinazi to be investigated.
The executive secretary of Nyamabuye sector, Laurent Rurangwa has told IGIHE that the skeleton was discovered Tuesday on a tip-off from journalists.
“Remans have been found in the backyard of Engen petrol station. We were tipped off by journalists and visited the area. It looked like it was dumped at the station. It is apparent that the person might have died over one year ago because the remains are skeletal. Rwanda Investigation Bureau and police are investigating the cause of the person’s death and how the skeleton ended up here,” he said.
RIB has launched an investigation to identify the identity of the deceased and the time of death.
Emmanuel Bimenyimana, the Manager of Rwanda Energy Group Limited (REG) Branch in Kacyiru has told IGIHE that the suspect was held on Tuesday 23rd, July 2019 while conducting a regular electricity anti-theft inspection.
He explained that Hitimana was caught red-handed with tools he used to deviate transmission of electricity through the cash power.
“We were in a routine inspection when we found a cable aside from the cash power to deviate electricity that he was able to use electricity without paying bills,” said Bimenyimana.
The suspect Hitimana has however told IGIHE that he was not aware that he was illegally connected to electricity.
Emmanuel Bimenyimana said it is impossible that this man did not know what was happening with his cash power.
He also revealed that such diversions might be the cause of the fire that gutted the area recently and urged the public to call REG staff for electricity connections assistance to enhance transparency and avoid unnecessary accidents.
The suspect has been taken to Rwanda Investigation Bureau.
Uganda’s CMI raids Kampala Church, arrests over 40 Rwandans
About 40 Rwandan nationals have been arrested in Kibuye, a Kampala suburb in a joint operation between the Chieftaincy of Military Intelligence and Police, authorities have told the Daily Monitor, Uganda based newspaper.
The operation was conducted at an unidentified church located on the first floor of the Joinus building at Kibuye on Entebbe Road, with a membership of only Rwandan citizens.
The UPDF soldiers first cordoned off the scene where the group was allegedly holding a meeting before ordering them out. Whoever stepped of the church was ordered to board a waiting van.
According to Daily Monitor, the reporter could not establish where the group was held.
Kampala Metropolitan Police Spokesperson Patrick Onyango has confirmed the arrests and explained that police only played “a supportive role” in the operation.
“We only played a supportive role. For details, I ask that you speak to my senior colleague in the UPDF,” Mr. Onyango said.
When contacted for details, the UPDF spokesperson, Brig Richard Karemire, declined to divulge details of the arrests.
“This is an ongoing operation, I cannot give details right now because it will jeopardize the operation,” Brig Karemire said.
A source in security told the Daily Monitor that the suspects were a security threat but it did not elaborate on the nature of the threat they posed.
“Most of the people we arrested were Rwandans but they had Ugandan National identification cards which were found to be fake,” the source said.
When contacted Rwanda’s High Commissioner to Uganda, Frank Mugambage, through his official telephone line, the person who answered said; ‘I am not available.”
A total of 1000 Rwandans have been reportedly detained in Uganda.
This saw the Government of Rwanda advising Rwandans not to travel to Uganda for their security until the situation gets back to normal.
It has been two years since Rwanda, Uganda relations worsened.
Rwanda expressed concerns over Rwandans who travel to Uganda for business purposes but are abducted, imprisoned and tortured accused of being Rwanda’s spies.
Rwanda also accuses Uganda of conspiracy with rebel groups intending to destabilize state security.
Rwandans traveling to and living in Uganda have been illegally arrested, imprisoned and tortured at different times accused of being spies.
Recent statistics show that over 1000 Rwandans have been illegally deported from Uganda.
It is said that Dusabimana would impersonate as a senior RIB staff to a woman identified as Eugenie Ndigendereho, also arrested recently on 20th July 2019, impersonating RIB staff with whom they collaborated.
Dusabimana said he would extort money from single mothers promising to unite them with their husbands.
He had fleeced over Rwf 195,000 from residents.
Dusabimana said he reportedly identified himself as the staff human rights department under RIB promising single mothers to order their husbands to register children under civil status, compelling them to provide child support.
Their case is being recorded from Nyabihu district where they are detained.
Ndigendereho was arrested with books in which she registered women experiencing disagreements with their husbands in relation to children the parents sired together.
Article 279 of the Rwanda Penal Code stipulates that “any person who, without tittle usurps public, civil or military functions or poses the acts of one of these functions or falsely attributes to himself or herself the quality of a public official or publicly wears a costume, a uniform, badge or an emblem with an intention to mislead the public, commits an offence.
Upon conviction, she is liable to imprisonment for a term of not less than two (2) years and not more than three (3) years and the fines of not less than Rwf300000 but not more than Rwf500000.
