The statement released last night shows that a total of 1,787,470 people have been fully vaccinated while 3,651,352 received the first dose of COVID-19 vaccine since Rwanda began countrywide inoculation program on 5th March 2021.

The suspects belong to the same group, which has been conducting illegal mining and related unlawful mineral trade in Rulindo.
Seven of the suspects were arrested red-handed in Rutongo cassiterite concession, the District Police Commander (DPC) for Rulindo, Chief Inspector of Police (CIP) Pacifique Semahame Gakwisi, said.
They are Theoneste Mvukiyehe, 24, Fabrice Sibomana, 38, Eric Mbarushimana, 19, Jean Paul Bunani, 19, Charles Nduwayezu, 42, Eric Rwamihanda, 23, and Theoneste Manirafasha, 37.
Information about the group of illegal miners was shared by security guards at the concession, the DPC added.
“Another suspect identified as Emmanuel Habimana, 34, was arrested later trying to bribe the driver of Rutongo mining company with Rwf500, 000 to help him convince officers to release his colleagues,” CIP Gakwisi said.
He explained that the driver called the Police to report the alleged bribery and Habimana was arrested in the act.
The DPC said that the group was at the time arrested with seven sacks of unprocessed cassiterite minerals and traditional tools, which they were using.
The suspects were handed over to RIB at Murambi station for further legal process.
Article 54 of the law N° 58/2018 of 13/08/2018 on mining and quarry operations, states that; any person, who undertakes mineral or quarry exploration, exploitation, processing or trading without a licence, commits an offence.
Upon conviction, the offender is liable to imprisonment for a term of between two and six months and a fine of not less than Rwf1 million and not more than Rwf5 million or only one of these penalties.
The court also orders confiscation of any seized minerals or quarry in storage, trading or processing without a license.
Under article 4 of law n° 54/2018 of 13/08/2018 on fighting against corruption, any person who solicits, accepts or receives, by any means, an illegal benefit for himself/ herself or another person or accepts a promise in order to render or omit a service under his or her mandate or uses his or her position to render or omit a service commits an offence.
Upon conviction, he/she is liable to imprisonment for a term of more than five years but not more than seven years with a fine of three to five times the value of the illegal benefit offered, solicited or received.
Penalties provided under this article also apply to a person, who offers or promises to offer a benefit, by any means, an illegal benefit for him/ herself or another person to have a service rendered or omitted.
At least 52 churns were stolen when a vehicle transporting milk was involved in an accidents on October 21, at about 2am in Maya Village, Kabuga Cell, Kageyo Sector. No life was lost.
The District Police Commander (DPC) for Gicumbi, Superintendent of Police(SP) Ndahimana Gisanga said that the first group that arrived at the scene that night, instead of helping, stole all the milk churns.
“The milk cooperative reported the incident and the subsequent theft of their 52 churns. Police responded and we have so far recovered 29 churns from different homes, and arrested 10 people in connection with the act,” SP Gisanga said.
SP Gisanga lauded the local residents, who are facilitating the operations.
“When an incident happens, you give a helping hand but not to steal. We call upon the public to share more information on the whereabouts of other milk churns that are still missing, and other people connected to this criminal acts,” the DPC added.
The suspects were handed over to RIB at Byumba station for further legal process while the search of their accomplices and to recover other missing churns, is still ongoing.
Article 166 of law determining offences and penalties in general states that, any person convicted of theft is liable to imprisonment for a term of not less than one (1) year and not more than two (2) years and a fine of not less than Rwf1 million and not more than Rwf2 million, a community service in a period of six (6) months or only one of these penalties.
In article 167, the penalty for theft doubles if the act was carried out at night or by more than one person.
He was arrested along with Claude Uwimana,25, on Thursday 21st October 2021 in Kiruhura village, Niboye cell of Niboye sector in Kicukiro district.

“The suspects are detained at Kicukiro RIB Post as investigation is underway to file their case to the Prosecution,” he said.

M1 and Uwimana face charges including trafficking and inhaling cannabis.
Cannabis alongside heroin, cocaine and opium are classified as “very severe drugs” under the Ministerial order nº 001/MoH/2019 of 04/03/2019 establishing the list of narcotic drugs and their categorisation.
Anyone convicted for dealing in “very severe narcotic drugs” under article 263 of the law determining offences and penalties in general faces between 20 years and life imprisonment, and a fine of between Rwf20 million and to Rwf30 million.
As per released schedule, the trade fair will run from 9th to 30th December 2021 bringing together more than 400 exhibitors from Rwanda and abroad.

The trio has been accused of conspiracy in illegal border crossing crime, and helping Kizito to bribe his way out.
Plans to flee the country started in January 2020, one month before Kizito was arrested.
It is said that the house help of Kizito dragged Nhayabahiga into the case to provide support while Harerimana was hired to intervene as a driver.
Rwanda Investigation Bureau (RIB), on 13th February 2021, announced that he was arrested in Nyaruguru district.
The day Kizito’s attempt to escape was foiled; residents said that they saw him taking cover in a forest located in the vicinity of the border between Rwanda and Burundi.
Kizito had been arrested in 2014 and handed 10-year sentence in 2015. He was convicted for crimes ranging from convicted conspiracy to murder, treason and formation of a criminal gang among others.
He was released in September 2018 under presidential prerogative of mercy.
On 17th February 2020, Rwanda National Police announced that Kizito was found dead inside its detention facility in Remera after committing suicide by hanging.
Samuel Mugisha, the captain of Rwanda’s national cycling team has been arrested over alleged assault and intentionally causing injuries.
Mugisha, 23, who rides for La Roche-sur-Yon Vendée Cyclisme in France is in Rwanda for vacation.
He was arrested on Thursday 21st October 2021.
He is accused of seriously assaulting and injuring a motorcyclist identified as Olivier Sangwa, 29.
The motorcyclist filed an accusation to Rwanda Investigation Bureau (RIB)’s station in Gisozi sector on Thursday around 11a.m before Mugisha was arrested along with co-accused young man identified as Ezechiel Muyoboke,28.
The duo is suspected of conspiration in beating the motorcyclist in Kagara village, Musezero cell, Gisozi sector on Wednesday night.
Speaking to IGIHE, the Spokesperson of Rwanda Investigation Bureau (RIB), Dr. Thierry B. Murangira has confirmed the arrest noting that investigation is underway.
“They face assault crime and causing injury where they beat a commercial motorcyclist identified as Olivier Sangwa last night after squabbling for the exact amount of transport fare. Investigation is underway as their file is being made to be transferred to the Prosecution,” he said.
Mugisha and Muyoboke are detained at Gisozi RIB Post while the assault victim is receiving medical attention at Kacyiru Hospital.
Dr. Murangira urged the general public against self-administered justice because it is punishable by laws.
Upon conviction, the crime which Mugisha and Muyoboke are accused of, attracts the sentence between three and five years and fine between Rwf500,000 and Rwf1 million.
Mugisha rides for Team LMP -la roche sur yon since the beginning of 2020.
His riding talent grew from Benediction Club in Rubavu since 2016 from where he joined Dimension Data in South Africa in 2017 where he spent three years until 2019.
The young man hailing from Mukamira in Nyabihu district,Western Province is the last Rwandan rider who won Tour du Rwanda in 2018 before the tournament was upgraded to 2.1 International Cycling Union (UCI) category.
In 2020, he was the only Rwandan rider who participated in World Cycling Championship held in Italy.
On Monday 18th October 2021, RDF released a statement explaining that a Rwandan soldier crossed into DRC unintentionally as he pursued smugglers in Bugeshi sector, Rubavu district of Western Province.
““On 18th Oct 2021, Rwanda security forces pursued smugglers who crossed the Rwanda-DRC border at Hehu Cell, Bugeshi Sector, Rubavu District. Rwandan law enforcement forces unintentionally crossed a few meters into the DRC while pursuing the smugglers who were carrying unidentified packages and believed to have been armed,” reads the statement.
FARDC soldiers arrested the soldier who crossed into the neighboring country.
Following the incident, regional and international media houses reported that both countries’ militaries exchanged fire, which officials from both sides dismissed.
Speaking to the media on Wednesday; DRC Government Spokesperson, Patrick Muyaya explained that what happened is not unusual.
“We refuted the reports and we also have to look at circumstances under which it happened. It is not a blow to relations with neighboring countries,” he said.
Muyaya pointed out examples of similar border incidences and urged people against exaggerating the situation.
“It does not mean that our army is incompetent. Other countries including India and elsewhere across the world engage in serious clashes in similar circumstances. So, there is no need to compare the situations. This is something simple,” he said.
Commenting on the cross-border incident recently, RDF assured that it remains committed to maintaining good relations with FARDC and continue to collaborate on security matters.
The court’s ruling read on 20th September 2021 convicted Rusesabagina of terrorism charges and handed him 25-year jail term while Callixte Nsabimana alias Sankara, the former spokesperson for the terror group was sentenced to 20 years behind bars.
The remaining nineteen co-accused individuals were sentenced from three to 20 years.
Following the ruling, the accused, plaintiffs and the Prosecution were given 30 days for appeal.
So far, the Prosecution has announced that it was unsatisfied with the court’s judgment and filed an appeal against the entire process in which the case was handled.
The judiciary spokesperson, Harrison Mutabazi has told IGIHE that 13 of convicts and 74 survivors of FLN attacks who sought compensation expressed satisfaction with the judgment separately and filed an appeal.
During trial proceedings, 94 survivors of the attacks sought over Rwf1 billion but the court resolved that few of them would get compensated and the amount was below demanded compensation.
IGIHE has learnt from credible sources that Rusesabagina did not appeal against the ruling. He had boycotted the court during trial proceedings citing zero expectation of fair trial.
The convicts faced charges including the formation of an irregular armed group, membership of a terrorist group, financing terrorism, murder as an act of terrorism, arson as an act of terrorism, attempted murder as an act of terrorism, and assault and battery as an act of terrorism.
The crimes were committed since 2018 when MRDC/FLN combatants plotted attacks to Rwanda which claimed lives of nine innocent residents in the Southern Province.
They left many others gravely injured, and caused significant material and economic damage in South-West Rwanda.
