{Burundi will nominate a candidate for the post of the deputy secretary general of the East African Community (EAC) to replace Mr Jean Claude Nsengiyumva, whose tenure of office will end in April this year, it has emerged.}
The nominee will have to be endorsed by the EAC Council of Ministers and his or her name forwarded to the regional leaders’ summit in Nairobi on Friday for approval and subsequent appointment.
Mr Nsengiyumva is currently the deputy secretary general in charge of Finance and Administration at the EAC headquarters in Arusha.
He joined the regional organisation in 2009 when he was appointed the deputy SG for Productive and Social Sectors before landing in the current post three years ago.
The Nairobi Summit will also renew the contract of Ms Jesca Eriyo from Uganda to continue serving the Community in her capacity as the deputy secretary general, according to sources at the regional body.
Ms Eriyo’s first three year contract ends in April this year.She joined the Community in April 2012 and has been the deputy SG in charge of Productive and Social Sectors.
According to the EAC Treaty, the deputy secretaries general shall each serve on a three year term, renewable once and shall deputise for the secretary general.
The secretary general, who is the Head of the Secretariat and the chief accounting officer of the Community, serves a fixed five-year term.
The new deputy SG from Burundi who will be appointed by the Summit on Friday will be the 14th deputy SG to serve the Community in its 19 year history since the Arusha-based Secretariat was inaugurated.
Tanzanians who have held the post are the late Fulgence Kazaura (1996-2003), Ali Mchumo (2003-2004), Ahmad Ngemera (2004-2006) and Dr Enos Bukuku from 2011 todate. He is the current deputy SG (Planning and Infrastructure).
Kenyans had three of its senior officials in the post at different times from 2001 to the present. These are Dr Kigeyo Cheluget, Dr Julius Rotich and Charles Njoroge, the current deputy SG in charge of Political Federation docket.
Besides Ms Jesca Eriyo, other deputy SGs from Uganda were Ms Beatrice Kiraso,the articulative female politician who pushed ahead the political federation agenda,Julius Onek and one Mr Nahamya.The only deputy SG from Rwanda was Aloys Mutabingwa.
The secretaries general who have served the Community are Francis Muthaura from Kenya (1996 to 2001), Uganda’s Amanya Mushega (2001-2006) Juma Mwapachu of Tanzania (2006- 2011) and the current Richard Sezibera (Rwanda)who landed on the post in 2011.
