The funds were meant to have been utilised by end of June to support VUP projects meant to reduce poverty and promote infrastructure in almost all the districts.
The findings were noted during the evaluation process involving Ministry of Finance and Economic Planning, Ministry of Local Government and Rwanda Local Development Support Fund (RLDSF) and districts officials.
Faulting districts cited include;Nyamagabe, Nyaruguru, and Ngoma .
Procurement process, procedures were cited among reasons why the funds were not disbursed to receipient districts.
The Director General of the National Budget in the Ministry of Finance Elias Bayingana, blamed district budget officers for the delays, saying once all requirements are fulfilled the money is ready to be disbursed for projects executions.
