Dialogue Remains for Granting aid to Rwanda

These representatives reaffirmed the constraint of their respective parliaments on the modalities for granting aid through the national budget 2013-2014 compared to the global crisis and the UN report accusing Rwanda of being behind the crisis eastern DRC, about that Kigali denies ever.

In one of the meeting rooms in the Parliament of Rwanda, representatives of international financial institutions held talks with members of the Parliamentary Committee on the Budget.

In unison, these guests, praised how Rwanda has managed aid received during the previous years, which aid has been injected into the national budget.

“It’s the threshold of 99.9% that Rwanda has used its 2011-2012 budgets. But some challenges are emphasized as the excess of the budget in the Ministry of Defence, the MOH and the Ministry of Agriculture “has observed the pattern of cooperation at the German Embassy, Mr. Jolke Oppewal.

They showed their concern for the lack of funding for Rwanda, as the global crisis leaves no rest donor countries, but also for Rwanda accused by the UN report to be behind the M23 movement that operates in the eastern DRC.

“What took place in the eastern DRC was a problem, but we respect the terms of cooperation with Rwanda. Certainly, we recognize Rwanda’s efforts in restoring peace, but Germany has the same point of view with that of Holland and Britain and other countries of the European Union, “said Ms. Aunelyse Umunyana, Economic Advisor at KFW.

However, Ms. Aunelyse Umunyana considered dialogue with Rwanda to start the second phase of poverty reduction in the large enclosed program called Rwanda EDPRS II.

The camp of international banking and financial institutions such as ADB and the World Bank, the same tone is repeated.

“Any decision is of major shareholders, ADB only respect their decision,” revealed the representative of the ADB in the meeting.

“The decisions to grant aid are still in the hands of shareholders. In February 2013, the World Bank will conduct dialogues with the Government of Rwanda on the finance sector. But the Bank believes support the electrification of the country “said Ms. Carrie Turk, World Bank Representative in Rwanda.

Vice-President of the Parliamentary Budget Commission Mr. Abas Mukama, welcomed the assessment of donors on the sound management of foreign aid through the national budget.

Mr. Mukama noted that Rwanda is committed to health insurance for all its citizens, why the MOH seems to have used a lot of funds in the area of health insurance.

While the Ministry of Defence, Rwanda has injected a lot of money in the deployment of troops in Darfur and elsewhere in parts of African conflict Zones.

In agriculture, Mukama highlighted efforts by Rwanda to develop agriculture remains the engine of the Rwandan economy.

The funds used were mainly used for the purchase of agricultural inputs to increase production.

About to cut aid because of alleged support of Rwanda M23, Mr. Mukama reiterated the view of the Government of Rwanda.

He announced that Rwanda does not support the rebels of M23 and reports issued against Rwanda are not correct.

Representatives of donors showed that Rwanda has good governance and that dialogue remains the way to decide on the granting of aid.
