Lt. Col Innocent Gashugi was appointed by H.E P Kagame, The President and Commander in Chief of RDF on Friday 17 July 2015.
The two Colonels thanked The President and C-I-C for the trust. Amb Col Rutabana thanked the leadership and entire MoD-RDF family for the support extended to him in executing his duties as Permanent Secretary, and wished the incoming success. Lt Col Gashugi promised cooperation and to work as a team.
The Minister of Defence, Gen James Kabarebe, who presided over the function attended by The CDS, Gen P. Nyamvumba, and Senior Leadership of MoD-RDF, thanked the President and C.I.C for the trust in RDF for the appointments. He on behalf of the entire RDF family thanked the outgoing Permanent Secretary for the good work and welcomed the Incoming Permanent President, assuring him the same cooperation.
Amb Col Joseph Rutabana, who has been serving as Permanent Secretary for the last two years will be assuming his duties as Ambassador of Rwanda to Israel.
Lt Col Gashugi has previously served as Director of Finance, Ministry of Defence and extensively served in Zigama CSS both as a Manager and Vice Chairman Board of Directors. He was a Director General in The President’s Office before his appointment as Permanent Secretary.
