Police in Kirehe District have arrested Jean Claude Ngayaberura, a security supervisor for commercial motorcyclists for connection with soliciting a bribe of Rwf20, 000.
According to the Eastern Region Police Spokesperson, Inspector of Police Emmanuel Kayigi, the suspect who was arrested on May 20, demanded the bribe from Jean Paul Mubane after he found him riding without a driver’s licence.
He is currently held at Nyamugali Police station as investigations continue.
“Ngayaberura was on his routine security checks when he stopped Mubane and asked him for a licence, among other documents, which the latter didn’t have but the suspect impounded the motorcycle and demanded Rwf20, 000 as a prerequisite to have his motorcycle,” said IP Kayigi.
The suspect was arrested red-handed while receiving the money from Mubane, who had informed the police on the venue where the transaction was going to take place.
“First, it wasn’t his duty to ask for a driver’s licence because that is entirely the duty of police and secondly he went on to solicit a bribe, which is another crime. The best he could have done was to report the motorcyclist that he had no licence and let police do its work.”
“We have said this time and again… corruption or bribery is unacceptable and a taboo in Rwanda. Fighting it at all levels is among the police priorities and should equally be the role of the public as well, without mercy,” Kayigi said.
Soliciting or receiving a bribe, under article 644 of the penal code attracts a prison sentence of between one and threw years and a fine of up to ten times the value of the solicited, promised or received bribe.
