CG (Rtd) Emmanuel Gasana taken into Nyarugenge Prison

The court ordered a 30-day remand as part of ongoing investigations into charges of soliciting and accepting illegal benefits, along with abuse of office.

Rwanda Correctional Service (RCS) Spokesperson, SP Daniel Rafiki, has confirmed Gasana’s arrival at Nyarugenge Prison in compliance with the court’s directive.

The Nyagatare Primary Court issued the remand on November 15, citing the need to prevent interference with the investigation and other relevant factors. Gasana faces accusations of coercing a businessman contracted for irrigation projects to include his macadamia plantation, allegedly in exchange for illegal benefits. The projects reportedly cost Rwf48m.

Gasana’s farm, situated in Katabagemu Sector, Nyagatare District, became a focal point during the bail hearing on November 10. Prosecutors argued that Gasana coerced businessman Eric Karinganire into providing irrigation services as a bribe to lobby for the contractor to expand operations in various districts.

The court emphasized reasonable grounds for suspicion, supported by testimonies and evidence, prompting the ruling. WhatsApp conversations between Gasana and the contractor were referenced, alongside affidavits from mayors in the province who testified against him.

Gasana defended himself, claiming he received free services due to his farm’s proximity to essential infrastructure. However, prosecutors pointed out irregularities in the extension of services, including the lack of necessary infrastructure for the contractor’s operations.

Additionally, Gasana revealed that the contractor was later arrested for failing to deliver promised services in Ngoma District’s two Sectors. The court’s decision to remand Gasana aims to facilitate a thorough investigation.

On October 25, Gasana was suspended from his duties as the Eastern Province Governor pending the outcome of the legal proceedings.
