Cell executive secretaries throughout the country have received mobile telephone handset donations following their request to president Paul Kagame during the previous civic education ‘Itorero’ held June this year in Gabiro.
During the launch of Governance Week held yesterday in Kabarondo sector, Kayonza district in Eastern province, Kaboneka Francis the Minister of Local Government who launched the ceremony, handed over the handsets and said the same donations have been extended to all cell executive secretaries across the country.
He requested beneficiaries to take account of donations, boost services offered to ordinary citizens and fulfill responsibilities they promised president Kagame during their previous civic education ‘Itorero’.
“The president of the Republic has accomplished his promise; the rest is for you. Received phones are meant to facilitate delivery of good services and addressing challenges as we lead by example,” he advised.
Minister Kaboneka said that governance month is an opportunity to resolve ordinary citizens’ problems and requested local leaders to play their role in the resolution of conflicts and addressing other challenges.
He appealed to citizens to reveal misconduct of leaders and urged them to take care of children’s education as well as paying medical insurance on time.
It is now four years since the government of Rwanda initiated governance month which is held twice a year with an overall objective of sensitizing central government, local governments, civil society, the citizenry and all stakeholders on the promotion of good governance.
During the governance week, the values of transparency, accountability, civil participation, fighting injustice are all brought to the fore. It is a month of reflection and evaluation of decentralization performance by bringing the citizens and leaders together through a community interface called governance clinics so that community concerns, conflicts and grievances are pragmatically addressed.
