    Twitter backtracks on block feature after users revolt

    { Twitter Inc was forced to nix a change to its “block” feature on Thursday after attracting a wave of protest from users who said the new policy empowered perpetrators of online abuse.}

    The humbling reversal on one of the most sensitive policy issues facing the social network came as Twitter encountered user revolt for the first time as a public company.

    Under the short-lived change on Thursday, a blocked Twitter user could view or tweet at the person who blocked him or her, but that activity would have been rendered invisible to the victim as if the offending account did not exist.

    Under the re-instated policy, users could prevent their harassers from following them or interacting with their tweets. Users are also explicitly notified if they are blocked.

    Before it backtracked, Twitter had said Thursday that the change was meant to protect victims of harassment who wanted to filter out abusive messages but feared that the act of blocking a user would prompt retaliation.

    “We have decided to revert the change after receiving feedback from many users – we never want to introduce features at the cost of users feeling less safe,” vice president of product Michael Sippey wrote in a blog post.

    Chief Executive Dick Costolo initially sought to address the mounting criticism by saying on Twitter that the new features were widely requested by victims of abuse.

    But many were not convinced. Within hours, the service was flooded with angry users, including many who did not understand the nuances of the new policy, and hundreds had signed an online petition to reverse the change.

    “New @twitter block policy is like a home security system that instead of keeping people out puts a blindfold on YOU when they come in,” said user @edcasey.

    “‘Just ignore them & they’ll stop’ is a dangerous thing to say to bullied kids & a dangerous thing to say to stalked/harassed Twitter users,” wrote @red3blog, another user.

    Keeping abuse in check is a key issue for the company, which needs to keep hold of existing users and attract hundreds of millions of new ones to justify the stratospheric valuation that investors have placed on its stock.

    Twitter shares have risen 35 percent to $55.33 the past two weeks on investor expectations that the company can sustain its growth for years and mature into an internet powerhouse.

    The changes were announced Thursday after the market close.

    The company’s swift about-face similarly drew an outpouring of relief.

    “The people have spoken and Twitter listened, thanks,” said user @samar_ismail.

    The controversy highlighted Twitter’s dilemma over how it should police the freewheeling service or stamp out abuse.

    Twitter, which once espoused a radically hands-off approach to moderating content, was pressed in August to strengthen its “report abuse” functions after two high-profile women in the United Kingdom, feminist and journalist Caroline Criado-Perez and Labour Party politician Stella Creasy, were subjected to a deluge of death and rape threats.

    Twitter’s top executive in the U.K., Tony Wang, and Del Harvey, the head of its trust and safety team, issued personal apologies to the women after revising Twitter’s rules.

    Twitter said Thursday that the company’s policies were still evolving and that the block feature remained problematic because some users were fearful that their harassers would be notified when they become blocked.

    “Moving forward, we will continue to explore features designed to protect users from abuse and prevent retaliation,” Sippey, the Twitter executive, wrote.

    “We’ve built Twitter to help you create and share ideas and information instantly, without barriers. That vision must coexist with keeping users safe on the platform.”

    The backlash was a rare event for a company that for the most part has been hailed for championing its users, who now number more than 250 million worldwide.

    Although Twitter has made unpopular design tweaks, it has maintained a better policy record than social media rival Facebook Inc, which has repeatedly upset users with abrupt changes to its privacy policies.

    Microsoft claims to have disrupted largest infected global PC network

    {{San Francisco}}: {Microsoft Corp said on Thursday it had disrupted the largest network of compromised personal computers, involving some 2 million machines around the world, since it stepped up its battle against organized online criminals three years ago.
    }

    The Redmond, Wash.-based software giant filed a lawsuit in Texas and won a judge’s order directing Internet service providers to block all traffic to 18 Internet addresses that were used to direct fraudulent activity to the infected machines.

    Law enforcement in many European countries served warrants at the same time, seizing servers expected to contain more evidence about the leaders of the ZeroAccess crime ring, which was devoted to “click fraud.”

    Such rings use networks of captive machines, known as botnets, in complicated schemes that force them to click on ads without the computer owners’ knowledge. The schemes cheat advertisers on search engines including Microsoft’s Bing by making them pay for interactions that have no chance of leading to a sale. Microsoft said the botnet had been costing advertisers on Bing, Google Inc and Yahoo Inc an estimated $2.7 million monthly.

    The coordinated effort marks the eighth time Microsoft has moved against a botnet and a rare instance of it doing serious damage to one that is controlled with a peer-to-peer mechanism, where infected machines give each other instructions instead of relying on a central server that defenders can hunt down and disable.

    But the ZeroAccess botnet still had a weakness: The code in the infected machines told them to reach out to one of the 18 numeric Internet addresses for details on which ads to click.

    Microsoft recently opened a new Cybercrime Center in Redmond and is using new tools in its efforts. They are helped by a provision in trademark that allows pretrial seizure of suspected counterfeit goods, including websites that, as in the present case, are spreading tainted versions of the Internet Explorer browser.

    The company is working with national computer security authorities in various countries and with Internet service providers to notify individual computer owners with infected machines, hoping to reach most of them before the fraudsters can spread new instructions.

    Microsoft has been sharing evidence with the FBI and Europol, the continent’s law enforcement coordinating service. National agencies took part in seizure actions in Germany, Switzerland, Latvia, Luxembourg, and the Netherlands.

    For now, at least, the fraud by this network has stopped, said Microsoft Assistant General Counsel Richard Boscovich.

    The operators of the botnet are believed to be in Russia, while the author of the malicious software distributed on it could be based elsewhere, Boscovich said.

    {A Paris court ruled on November 28 that French telecommunications firms and Internet search engines must cut off access to 16 websites offering access to illegal copies of copyrighted videos.}

    While courts have previously ordered Internet access providers to block targeted websites before, “this is the first time search engines have been ordered to de-list pirate websites and it is a crucial step towards respecting the law on the Internet,” a group of bodies representing film producers and distributors said in a statement.

    Five film and television industry bodies are supporting the lawsuit, which was filed back in 2011.

    The court ruled that French sites Allostreaming, DPstream and a whole list of other popular websites were “entirely or nearly entirely dedicated to copying audiovisual productions without the consent of their authors”.

    The websites advertise “free streaming” and “free downloading” of the latest cinema releases and popular TV series.

    The ruling orders internet access provider such as Orange and Iliad-Free to block access to those websites for their French customers. In addition, search engines including Google, Yahoo! and Microsoft’s Bing must remove search results linking to those websites.

    The tech companies may ask the plaintiffs in the case to cover the cost of the ban.
    The ban must be in place within two weeks and will last one year.

    The French technology website Numerama noted that Google search results for the banned websites already pointed to websites with slightly different names that were not covered by the order.

    The court ruled that copyright holders could ask for the list of violators to be updated, but only a judge could make the final ruling.

    {China will land its first probe on the moon in early December which will deploy a buggy to explore its surface, an official said on Tuesday, marking a major milestone in the country’s space ambitions.}

    China has already photographed the surface of the moon to prepare for the landing, said a spokesman for the State Administration of Science, Technology and Industry for National Defense.

    In 2007, China launched its first moon orbiter, the Chang’e One orbiter, named after a lunar goddess, which took images of the surface and analyzed the distribution of elements.

    The lunar explorer buggy was named “Yutu” in a public vote. “Yutu” means jade rabbit, a reference to Chang’e pet rabbit in folklore.

    “Chang’e Three’s mission requires mastering many key technologies. The technical difficulties and the risks involved in carrying out the mission will be high,” spokesman Wu Zhijian told a news conference, carried live on state television.

    “In taking on the mission to land on the moon, Chang’e Three will help China fulfill it’s lunar exploration dream, it’s space dream and the Chinese dream,” said Wu.

    Scientists will aim to carry out a soft landing and the buggy will rove around on the moon’s surface. Scientists will also and test deep space communication technologies, Wu added.

    Advancing China’s space program has been a priority for the leadership, with President Xi Jinping calling for China to establish itself as a space superpower.

    Scientists have discussed the possibility of sending a man to the moon some time after 2020.

    China successfully completed its latest manned space mission in June, when three astronauts spent 15 days in orbit and docked with an experimental space laboratory critical in Beijing’s quest to build a working space station by 2020.

    China is still far from catching up with the established space superpowers, the United States and Russia, which decades ago learned the docking techniques China is only now mastering.

    Russia successfully carried out its first soft landing of a lunar probe in 1966.

    Beijing insists its space program is for peaceful purposes, but the U.S. Defense Department has highlighted China’s increasing space capabilities and said it was pursuing a variety of activities aimed at preventing its adversaries from using space-based assets during a crisis.

    China says it will share the technological achievements of its manned space program with other nations, especially developing ones, and will offer to train astronauts from other countries.

    Sub-Saharan Africa top market for smartphones

    {Sub-Saharan Africa is set to remain the world’s fastest growing market for smartphones, two industry reports say.}

    The reports were released separately early in the week — one by Ericsson Mobility and another one by the GSM Association, an organisation of mobile operators and related companies.

    According to the latest Ericsson Mobility report, mobile phone subscriptions are expected to reach 9.3 billion by 2019, and more than 60 per cent of these — 5.6 billion — will be for smartphones.

    Currently, smartphones represent between 25 and 30 per cent of global subscriptions, yet they account for the majority (55 per cent) of mobile phones sold in Q3.

    Over the forecast period, smartphone uptake in sub-Sahara Africa will be relatively rapid, driven partly by low-cost handsets entering the market and the increasing demand for mobile devices content.

    “The rapid pace of smartphone uptake has been phenomenal and is set to continue. It took more than five years to reach the first billion smartphone subscriptions, but it will take less than two to hit the two billion mark. Between now and 2019, smartphone subscriptions will triple.

    “Interestingly, this trend will be driven by uptake in China and other emerging markets as lower-priced smartphone models become available,” said Douglas Gilstrap, senior vice president and head of strategy at Ericsson.

    The GSMA report, on the other hand, notes that mobile phones will bolster job creation in Africa by 6.6 million by 2020.

    Chief regulatory officer Tom Phillips said that despite the significant impact of the mobile industry in sub-Sahara Africa in recent years, even greater opportunities are ahead.

    According to the report, sub-Sahara Africa’s unique mobile subscriber base has grown by 18 per cent annually over the last five years, making it the fastest growing region globally.

    “Beyond further growth for voice services, the region is starting to see an explosion in the uptake of mobile data,” he said. “However, a short-term focus by some countries on generating high spectrum fees and maximising tax revenue risks constraining the potential of the mobile Internet.”

    The report says: “Last year, the mobile ecosystem directly supported 3.3 million jobs and contributed $21 billion to public funding in the region, including licence fees.

    This is GSMA’s latest comprehensive study of the socio-economic impact of the mobile industry in sub-Sahara Africa.

    Android dominates 81 percent of world smartphone market

    {A new IDC study shows Google’s operating system has a stronghold on the smartphone market, but Windows Phone is quickly moving up the ranks.}

    For the first time ever, Android has hit more than 80 percent market share for smartphone shipments worldwide.

    The new Worldwide Quarterly Mobile Phone Tracker was released on Tuesday by IDC, which detailed third-quarter numbers for all smartphone shipments worldwide. A total of 261.1 million smartphones were shipped during this quarter, 81 percent of which run Google’s operating system. A study by Strategy Analytics last month revealed nearly the same numbers, showing that Android gobbled 81.3 percent of the global smartphone market in the third quarter.

    There are several smartphone manufacturers that run Android on their devices. Of these vendors, Samsung gained the most market share. The Galaxy S4-maker ruled 39 percent of all Android smartphone shipments in the third quarter. The majority of the other vendors saw market share within the single digits or less.

    Not only must Google be giving itself a pat on the back, but Microsoft should also be pleased by the third-quarter numbers. During the quarter, Windows Phone shipments jumped 156 percent year-over-year. While Windows Phone market share is still small — less than 5 percent — these numbers do show that people are purchasing the smartphones at a rapid rate. Kantar Worldpanel ComTech reported similar numbers in September showing that Windows Phone is increasingly gaining in the world market.

    For Windows Phones, Nokia appears to be the smartphone maker of choice. A whopping 93.2 percent of all Windows Phones shipped in the third quarter were made by Nokia.

    “Android and Windows Phone continued to make significant strides in the third quarter. Despite their differences in market share, they both have one important factor behind their success: price,” IDC’s Mobile Phone team research manager Ramon Llamas said in a statement. “Both platforms have a selection of devices available at prices low enough to be affordable to the mass market, and it is the mass market that is driving the entire market forward.”Overall smartphone shipments were up 39.9 percent year-over-year in the third quarter. According to IDC, average smartphone selling prices have decreased as of late as demand for cheaper phones grows. The average price is now at $317, which is 12.5 percent lower than last year.

    One exception to the lower price is for large-screened smartphones, or phablets. The average phablet price is currently hovering around $443; however, this is still 22.8 percent lower than last year’s average phablet price of $573.

    “Almost all successful Android vendors have added one or more 5- to 7-inch phablets to their product portfolios,” IDC’s Worldwide Quarterly Mobile Phone Tracker program director Ryan Reith said. “And Nokia’s recent announcement of the Lumia 1320 and 1520 put them in the category as well. In 3Q13, phablet shipments accounted for 21 percent of the smartphone market, up from just 3 percent a year ago. We believe the absence of a large-screen device may have contributed to Apple’s inability to grow share in the third quarter.”

    And, this brings us to Apple. While iOS does well in the US, it’s not as popular in the world market. In the third quarter, Apple held 12.9 percent of the market share, which is a 1.5 percent decline from last year. However, the company’s shipments were up from 26.9 million during last year’s third quarter to 33.8 million in this year’s third quarter. According to IDC, some of this market share decline could be due to soft demand in the weeks before the launch of the iPhone 5S, iPhone 5C, and iOS 7 in September.

    The Korean-based company, which leads the Chinese smartphone market, said in a statement Tuesday that it will provide free maintenance and extend the warranty for most handsets, including Galaxy S and Note series, Bloomberg reports.

    Samsung, which sees about 14 percent of its sales in China, joins a litany of international firms to fall under the microscope of China Central Television. Danone, Volkswagen AG and Starbucks have all been accused of mistreating consumers, and Apple CEO Tim Cook issued a public apology in April after a similar state media report.

    Mobile phone subscribers hit 6.7 million

    {Mobile phone subscribers have reached over 6.7 million, with 63.7 per cent of the population able to access a mobile phone, according to the latest figures from Rwanda Utilities Regulatory Agency (Rura).}

    This is an increase from over 5.9 million (55.1 per cent) recorded in the last quarter.

    MTN still dominates with 3,636,976 subscribers followed by Tigo with 2,099,807 and Airtel at 973,000 subscribers.

    Rura projects the number will shoot up to seven million subscribers by December.

    Mobile phones have become powerful tools, especially with a new wave of applications and ‘mash-ups’ of services, driven by high-speed networks, social networking, online crowd sourcing and innovation, which are helping transform the lives of people of billions of users.

    There are an estimated six billion mobile phone users globally.
