Cabinet Decisions as at 7-12-2012

On Friday, 07th December 2012, a Cabinet Meeting was convened in URUGWIRO Village and chaired by the President of the Republic, H.E. Paul KAGAME.

The cabinet meeting took a moment of silence to remember the late Mrs. aloysea Inyumba who was the minister of gender and family promotion.

She passed away on Thursday 6th December 2012 due to illness. Mrs Inyuma was one of the members of the national executive committee of Rwanda patriot front RPF-INKOTANYI.

Cabinet members joined her family in time of sorrow and loss and encouraged them to holdup.

1. The Cabinet Meeting approved its earlier decisions of 14 Nov 2012 after some adjustments.

2. The cabinet was updated on the Chamber of Deputies’ proposals regarding scrutiny of the draft law on the general statute governing public servants and government institutions and reiterated that the values that made the basis of the draft law should not change.

3. Members of Cabinet approved that through the government’s privatization process, Metal Corp Group B.V won the contract to run Musha-Ntunga Casetterite mining field.

In the bid Pella Company came second and is allowed to get into agreement with government in the event that the latter is unable to deliver.

4. The Cabinet Meeting approved the following draft laws:

– Draft law concerning government’s capital and assets

– Draft law authorizing establishing of government fund to support survivors of the 1994 genocide against the Tustsi and other crimes against humanity carried out between the 1st October 1990 and 31 December 1994 and determine its structure, powers and functioning.

5. Members of Cabinet approved the following Orders:

– Ministerial order determining responsibilities, structure and functioning of the committee in charge of airports security.

– Ministerial order determining responsibilities, structure and functioning of the national committee in charge of civil aviation security.

– Ministerial order granting Mrs. Sylvie Annette Muhayimana, who was the advisor to the minister of agriculture and animal husbandry to stop her duties for non-specified period.

– Ministerial order modifying and complementing ministerial order N° n°001/16.01 of 26/04/2010 determining the partitioning of land plots.

6. Members of Cabinet approved the following officials to represent their respective countries in Rwanda as Ambassadors:

– Dr James Loudon Kember of New Zeland, with residence in New Zealand;

– Mrs INDIRA SAVITREE THACOOR SIDAYA, of the republic of Mauritius, with residence in Mauritius.

– Mr. Yaqoub Yousef Al-Sanad of Kuwait, with residence Nairobi Kenya;

7. Members of Cabinet approved the following as Rwanda‘s Honorary Consuls:

– Mr HOSSAIN KHALED in Bangladesh, with residence in Dhaka Bangladesh;

– Mr MOHAMMED IQBAL HOSSAIN in Bangladesh, with residence Chittagong Bangladesh;

– Dr PALANI G PERIASAMY in India with residence in Chennai in south India.

8. Members of Cabinet approved Mr ATTAHER MAIGA as representative of the united nation food and agriculture organization in Rwanda with residence in Kigali Rwanda.

10. In any other business;

a) Minister of local government informed members of cabinet that from 30/11/2012 to 22/12/2012, the national civic academy “ Itorero ry’Igihugu” is training the 4th phase of 40, 259 students who sat for secondary six.

The aim of this academy is to foster Rwandan cultural values to help them live harmonious with other people and for rapid sustainable development of the country, as well as to mobilize them to have the spirit of volunteerism.

b) The Minister of state in charge of primary and secondary education informed members of the cabinet that the government academic calendar for national schools for 2013 stands as follows’

• First term will begin on 7 January 2013 and ends on 29 March 2013. The holiday will last for 3 weeks starting from 30 March 2013 through 21 April 2013.

– Second term will commence on 22 April 2013 and end on 26 July 2013; students will have a 2 weeks holiday from 27 July 2013 to 11 August 2013.

– The Third term will start on the 12 August2013 and end on 25 October 2013.

– National Primary leaving exams will be done for two days from 22 to 24 October 2013.

– National examinations for advanced and ordinary level will commence on the 29 October 2013 to 07 November 2013.

– Minister of sports and Culture informed the cabinet that on 7 December 2012, Rwandan Cycling Federation in partnership with the office of the ombudsman will organize a cycling competition in Kigali on the theme of fighting against corruption and related vices.

– He informed the cabinet that on 23 December 2012, National Paralympics Committee of Rwanda will organize a 20km marathon in Kigali.

He also informed the cabinet that from 8 to 12 January 2013, Rwanda will host the zone v youth marathon for Africa qualifiers games to be held in Algeria in 2013.

d) The Minister of Youth, and ICT informed the cabinet that Rwanda Regulatory Agency RURA fined MTN-Rwanda for poor service delivery which was accentuate by breakdown in network connectivity specifically on the night of 29 November through the morning of 30 November 2012.

– He also informed the cabinet that on 12 December 2012, the ministry of Youth and ICT will host the youth congress, which will be held annually from this year.

It will receive participation 3,000 youth representatives from every sector in the country and from all walks of live such as entrepreneurs, artists, students, youth living in Diaspora and those living with disabilities.

During the congress youth will showcase remarkable achievements and their role in the country’s rebuilding process.
