‘Abunzi’ for ICT in land conflicts resolution

{Community mediators are set to put new IT systems in resolving land-related conflicts in the employ with the assistance of Rwanda Initiative for Sustainable Development (RISD); using mobile phones to be donated by the Ministry of Internal Security.}

In a meeting that brought together RISD partners yesterday, delegates observed that there are some challenges of existing systems in data collection on land-related conflicts and producing high quality reports that need to be addressed.

The director of RISD, Annie Kairaba said that community mediators face the challenge of producing good reports to higher levels which delays proceedings. She, however, noted that the situation to be improved. “Mediators are to be supported in using technology to record and process the resolving of every raised land dispute. It will help to rapidly solve disputes in a good way,” she said.

Kairaba added that RISD will support community mediators for a period of more than three years through setting technology systems as well as providing training on its usage.

RISD plans to contribute to poverty reduction through ensuring food security and building capacities of community mediators in resolving land.

The Director General of Rwanda Natural Resources (RNRA), Dr.Emmanuel Nkurunziza, said that land disputes cause time waste which negatively impacts productivity.

“It is impossible to exploit land which at the center of a conflict. Indeed people waste time and money while following up judgments leading to time, money and man-hours loss. The forthcoming support will therefore play a vital role towards the reduction of poverty and increase food sufficiency,” he said.
