The Governor of the Southern Province, Alphonse Munyantwari is proposing for a new law that would punish anybody who gives money to beggars.
Munyantwari argues that giving money to beggars is a way to develop a lasting negative behavior among Rwandan Society.
“People pretending to be compassionate with beggars by giving them money should be punished.”
Munyantwari said beggars should be directed to reception centers where they can receive aid rather than being supported on streets.
“If necessary, legislation should be enacted against people who give money to beggars”, the Governor said that many beggars prefer to remain on streets due to the fact that they know some people will give them money and food.
“This practice should stop. The Government supports the needy. To these men of good will, they should give their support to their respective villages so that the later should see how they can remove beggars from streets,” Munyantwari told IGIHE.

Above major shortcut from city center to a Bus stop at National Institute of Statistics. This route has tens of beggars including, mothers and others liviging with disabilities. They had earlier told IGIHE in an interview that they recieve atleast Frw10,000 from good samaritans.
