Besides being in the management of Rayon Sports football club, Gacinya is also an entrepreneur in infrastructure activities.
Speaking to IGIHE, the Police Spokesperson, ACP Theos Badege said that Gacinya was arrested following the prosecution’s warrant.
The National Public Prosecution Authority (NPPA) spokesperson, Nkusi Faustin told IGIHE that Gacinya is allegedly charged of deceiving on the quality of tender execution in Rusizi District.
“He was arrested today (Tuesday) following prosecution’s order. He is charged of contradicting the article 320 of penal code. He poorly executed the tender, it is contrary to the quality that was expected,” Nkusi said, adding that reports have revealed that he executed the tender contrary to his commitments in the contract.
Article 320 states that any person who, by fraudulent means, deceives the contracting party to a work agreement, on the quality or quantity of the executed work shall be liable to the penalties under Article 319 of the Penal Code.
The penalties are a term of imprisonment of six months to one year and a fine of Rwf200,000 to Rwf5,000,000 million or one of these penalties.
