{On Friday, 8th July 2016, an Extraordinary Cabinet Meeting chaired by His Excellency the President of the Republic, Paul Kagame, convened in Village Urugwiro.}
His Excellency the President of the Republic, pursuant to the powers conferred upon him by laws, informed the Cabinet Meeting that:
He authorized retirement for 146 Officers of Rwanda Defence Force (RDF);
He discharged 5 officers of Rwanda Defence Force (RDF) on medical ground;
1. The Cabinet Meeting approved the minutes of previous meeting held on 24 June 2016.
2. The Cabinet Meeting was briefed about the status of food insecurity and water shortage for cattle due to droughts which have affected some Districts of the Eastern Province and actions undertaken by the Ministry of Agriculture and Animal Resources and its partners to support the residents by providing them with foodstuffs and the current interventions to provide cattle with water, the Cabinet Meeting requested the Ministry of Agriculture and Animal Resources and its stakeholders to seek sustainable solutions for these problems through improved planning, coordination and communication.
3. The Cabinet Meeting approved the following Draft Laws:
Draft Law approving the ratification of the financing agreement n°5796-RW signed in Kigali, Rwanda on 17th June 2016, between the Republic of Rwanda and the International Development Association (IDA), relating to the credit of Fourteen Million Five Hundred Thousand Special Drawing Rights (SDR 14,500,000) for Eastern and Southern Africa Higher Education Centers of Excellence Project ACE II;
Draft Law modifying and complementing the Law nº 73/2013 of 11/09/2013 determining the powers, mission, organization and functioning of the National Intelligence and Security Services.
4. The Cabinet Meeting approved the following Orders:
Ministerial Order authorizing retirement for 225 Senior- Non-Commissioned Officers of Rwanda Defence Force (RDF);
Ministerial Order discharging 46 Non-Commissioned Officers and enlisted personnel of Rwanda Defence Force (RDF) on medical ground;
Ministerial Order approving end of service contract for 353 Non- Commissioned Officers and Troopers of the Rwanda Defence Force (RDF).
5. The Cabinet Meeting approved the agrément of Mr. Guy NESTOR ITOUA of the Republic of Congo designated to represent his country in Rwanda as Ambassador Extraordinary and Plenipotentiary, with residence in Kigali.
6. In AOB:
a. The Minister of Finance and Economic Planning informed the Cabinet Meeting that the 14th taxpayer’s appreciation day will be celebrated in the City of Kigali on August 22nd, 2016 under the theme, “Voluntary tax compliance, the pillar for self-reliance”.
This year’s celebration will be preceded by a taxpayers’ appreciation month whose launch by the Minister of Finance and Economic Planning is scheduled to take place in Huye District, on July 22nd, 2016.
b. The Minister of Sports and Culture informed the Cabinet Meeting that:
On 16th July 2016, there will be a friendly football match between Rwanda Women National Team vs. Tanzania Women National Team and that on the same day, Rwanda will sign a cooperation agreement with the Special Olympics Committee for facilitating people with intellectual disabilities to participate in international tournaments.
Rwanda will host the 2016 FIBA Men’s Africa U-18 Championship from the 22nd to 31st July 2016.
The 2016 Olympic and Paralympic Games will be held in Rio de Janeiro, Brazil from 5th to 21st August and from 7th to 18th September 2016, respectively. Rwanda will be represented by 16 athletes qualified in different sports.
c. The Minister of Natural Resources informed the Cabinet Meeting that Rwanda will host the Regional Bonn Challenge Summit on 26th -27th July, 2016.
