Court bailiffs urged on faster implementation of court decisions

{The Minister of Justice and Attorney General, Johnston Busingye has said that some court bailiffs do relax in the implementation of court orders attributing it to getting involved in several tasks and or fearing to be hated by citizens.}

Minister Busingye noted this yesterday as he presided over the swearing-in ceremony of 67 non-professional court bailiffs, one professional court bailiff and 13 notaries who will work as legal advisers in sectors.

Basing on the increased number of bailiffs, Busingye said that failure to implement court orders should become history.

Non-professional court bailiffs sworn in include one district executive secretary, sector and cell executive secretaries and two employees of the Ministry of Justice in Legal Advisory Department.

Busingye said that the Ministry of Justice has been receiving complaints of court bailiffs who disregard cases of citizens creating a chain of court cases transfer from cell, sector and district levels with some bailiffs transferred without finalizing the court case.

“They tell us that doing such job deprives them chances of getting involved in other duties or say the job fans hatred between them and citizens. I would like to tell you that no job is heavier than according a person the justice striven for and obtained through a legal process,” he said.

“If you have two choices, the priority must be put on finalizing the court case. Secondly, if they hate you because you have implemented a court order legally decided, let them hate you. Would you prefer to be loved by people who were defeated in court cases and declined to change?” he asked.

Today, Rwanda has 302 professional court bailiffs and 2630 non-professional court bailiffs. They have been also urged to finalize court cases regardless of any causes, avoid embezzlement and other malpractices.
