On Tuesday, 29th March 2016, an extraordinary Cabinet Meeting chaired by His Excellency the President of the Republic, Paul KAGAME, convened in Village Urugwiro.
The Cabinet Meeting welcomed the new Minister of Gender and Family Promotion: Dr. GASHUMBA Diane, and wished her success.
1. The Cabinet Meeting approved minutes of previous meeting of 19 February 2016.
2. The Cabinet Meeting requested parents, educators and all leaders from the Public and Private Sector to endeavor to eradicate the worst forms of child labor and protect child’s rights to education.
3. The Cabinet Meeting was briefed about Gishoma 15MW Peat to Power Plant optimum option.
4. The Cabinet Meeting approved the use of e-recruitment in Public Service and the revised Presidential Order determining modalities for recruitment, appointment and nomination of Public Servants.
5. The Cabinet Meeting approved the following Draft Laws:
Draft Law modifying and complementing the Law No 35/2015 of 30/06/2015 establishing the levy on petrol and gasoil for road maintenance;
Draft Law establishing Rwanda Information Society Authority (RISA) and determining its responsibilities, organisation and functioning.
6. The Cabinet Meeting approved the following Orders:
– Presidential Order establishing the Special Statutes governing teachers in Nursery, Primary and Secondary Schools, after some adjustments;
– Prime Minister’s Order determining a Regulatory Authority for trade of petroleum and petroleum products and additional responsibilities;
– Prime Minister’s Order modifying and complementing the Prime Minister’s Order No 42/03 of 27/02/2015 determining the mission, functions, Organisational structure, salaries and Fringe Benefits for employees in the Ministry of East African Community (MINEAC);
– Prime Minister’s Order determining Organisational Structure, Salaries and Fringe Benefits for employees of the National Unity and Reconciliation Commission (NURC);
– Prime Minister’s Order placing Mr. NKURIKIYIMFURA Didier at the disposal of the SMART AFRICA SECRETARIAT, on the post of Technology and Innovation Manager;
– Prime Minister’s Order granting a leave of absence for non-specific period to Ms. MUZIRANENGE Aimée, who was Gender Advisor in Gender Monitoring Office;
– Prime Minister’s Order appointing Members of the Advisory Council on Agrochemicals and determining their responsibilities;
– Ministerial Order determining Regulations governing Agrichemicals;
– Ministerial Order appointing Ms. MUJAWAMARIYA Marie Goretti, the Registrar of Agrochemicals and determining his/her Responsibilities;
– Ministerial Order appointing Inspectors of Agrochemicals and determining their Powers and Responsibilities:

Mr. AFONSO HENRIQUES ABREU DE AZEREDO MALHEIRO, of Portuguese Republic, with residence in Addis Ababa, Ethiopia.

8. The Cabinet Meeting approved Mr. GREGORY BINIOWSKY as Honorary Consul of the Republic of Rwanda in Cuba.

10. In AoBs:
a) The Minister of Health informed the Cabinet Meeting that Rwanda is organizing a Conference on Rwanda Health Financing reforms in the eve of Sustainable Development Goals: A look back of the past 15 years of health reform. The meeting will be held at GOLDEN TULIP Hotel in Bugesera District from 29 to 31 March 2016.
b) The Minister of Education informed the Cabinet Meeting that from 8th to 10th March 2016, he attended the Next Einstein Forum (NEF) 2016 held in Dakar, Senegal. Over this Forum, Rwanda has been chosen to be the host of the 2018 Next Einstein Forum Global Gathering which will showcase gains and progress from major investments being undertaken in Rwanda and the region in science and technology.
c) The Chief Executive Officer of RDB/ Cabinet Member informed the Cabinet Meeting that on Friday 2nd September 2016, RDB will host the 12th Kwita Izina ceremony in which 19 newly born baby gorillas will be named. In the coming years, the Gorilla Naming Ceremony will be held on the first Friday of September.
d) The Minister of Public Service and Labour informed the Cabinet Meeting that on 1st of May 2016, Rwanda will join the rest of the World in celebrating the International Labour Day. In Rwanda, the International Labour Day will be celebrated under the theme: “Promoting Productive Employment by Supporting Young Entrepreneurs”. Celebrations for the International Labour Day will be preceded by “Employment week” which will start from 25 April and end on 1st May 2016.
