Parliamentarians have requested Rwanda Education Board (REB) to respect the rule of law and avoid oppressing employees which would bring the government to courts of law and the associated expenses.
The quest was raised yesterday as REB officials were explaining the parliamentary commission of social welfare the case of some employees who worked for REB and got transferred to National Curriculum Development Centre (NCDC) which was later handed to management of private investors without getting the golden handshake.
According to the law, the act of handing the management of NCDC to private investors in considered as dismissing the former employees from government service which means they were supposed to get terminal benefits.
MP, Mukarugema Alphonsine, the vice president of parliamentary commission in charge of social welfare asked REB to solve the case of these employees who didn’t get their special incentive fund to avoid reoccurrence of similar discussions about the case in parliament.
“We would like you to clarify whether these employees won’t raise other complaints after getting their benefits. We implore you to remove the doubts about whether they are dismissed or not. Without removing this ambiguity may make them think they are still employees and any sacking may translate into court action,” she said.
The director of REB, Gasana Janvier said that the matter of 10 employees who were transferred to NCDC can’t be brought to courts since it is under the process of getting addressed.
REB says that the process of paying the 10 affected employees is underway in the Ministry of Finance and Economic Planning.
