No more arbitrary arrests—Busingye

The Minister of Justice and the Attorney General, Johnston Busingye, has said that arbitrary arrests in Rwanda is a practice of the past since there has been established a strong rule of law with fair, equity and transparent delivery of justice to all people, all the time.

Appearing before the senatorial commission in charge of social welfare and human rights, Busingye said; “No prison has rights and authority to accommodate anyone without cause or without following the established procedures,” he said.

He said that for any inmate to be accommodate in any prison, he/she has to be handed over through proper channels with complete files having a narration of his case.

He said that in the past unlawful jailing resulted from misplacement of files or vague files.

Rwanda has been alleged by international human rights communities of violating human rights, including unlawful imprisonment.

The minister however said that such cases have been completely eliminated and no longer apparent.
