Ngoma local leaders accused of lacking in exemplarity, stall performance contracts’ implementation

{Residents of Ngoma district say that some performance contracts don’t get implemented because some local leaders lack the virtue of leading by examples while others lack the capacity. }

Residents of Murama sector revealed that some performance contracts are jeopardized because of leaders’ inadequate participation in the implementation of contracts.

Some performance contracts in which local leaders fail to show exemplary performance are the adoption of Rondereza (stoves saving woods), Bio-gas and kitchen backyard.

Faustin Rutagengwa, one of the residents of Sakara cell said; “Sometimes we don’t participate in implementing what leaders tell us because they also don’t lead by example; we think they should be the first to adopt some of these new innovations if they are really convinced that such projects are useful.”

Félicien Nzayisenga, the leader of Kavumu village in Sakara cell confirmed that it is hard to implement performance contracts when leaders fail to be the first to welcome new innovations.

“Mobilizing citizens to embrace kitchen-garden, good toilets, Rondereza and bio-gas becomes challenging and sometimes the leader who mobilizes gets disappointed. I met these requirements except for bio-gas facility which I plan to construct soon,” he said.

The executive secretary of Murama sector said that they have required every local leader to adopt all the benchmark pillars enshrined in performance contracts to be implemented in their locales , such as biogas, to boost other people’s participation.
A resident introduced in installing a biogas facility is required to pay Rwf 100,000 or 300,000 depending on the category of preferred biogas and the government pays 300,000 for every interested Rwandan citizen.

It is seven months since the sector signed performance contracts to build 15 biogas facilities in 2015/2016 but only one has been constructed.
