The two suspects are detained at Nyamata police station.
Muyengeza Jean de Dieu, the executive secretary of Gashora is alleged to have engaged in misappropriation conspiracy with the VUP official when he was leading Kamabuye sector. They are both accused of having made a list containing 200 ghost vulnerable individuals who would benefit from VUP program.
Talking to IGIHE, Rwagaju Louis, the mayor of Bugesera district said the suspects have been arrested after an audit was conducted by the Ministry of Finance and Economic Planning.
“Muyengeza Jean de Dieu is suspected of conniving with VUP official in making a ghost list of 200 VUP beneficiaries when he was leading Kamabuye sector, leading to a loss of over Rwf 5 million,” he said.
Rwagaju said that Rwf 5 million was part of Rwf 19 million reserved for the project of constructing roads in Kamabuye sector in 2014-2015 budget.
If found guilty of using forged documents, they are liable to serving seven to ten years of imprisonment and pay a fine multiplied twice or five times of misappropriated fund as per article 325 of the penal code.
