Besigye shows how he will end corruption

Calling it one of the biggest hindrance to service delivery, FDC presidential candidate Dr. Kizza Besigye has provided interventions his government will apply to end the rampant corruption in the country.

Speaking on Kyoga Veritas and Delta FM radios yesterday in Soroti from 8:55pm to 9:55pm, Besigye said the best solution to corruption is to put incorruptible leaders in government offices including elective and non-elective offices.

“A fish rots from the head. The rampant corruption in the country is because the top leadership in government is corrupt. The NRM government thrives on corruption. It is impossible to end corruption when the top leaders in government are corrupt,” he elaborated.

The FDC presidential candidate said it is upon the above background that he is carrying a nationwide campaign of urging Ugandans not to elect corrupt politicians into public offices.

“Shine a torch on all of standing in all elective positions and avoid voting anyone with tendencies of corruption. Anyone who gives you money for votes is corrupt. Eat the money because it is what they have stolen from you but deny them votes,” Besigye appealed.

He promised to amend anti-graft laws so that the public is availed with information of assets declared government officials.

“Right now people in public offices declare their wealth but the information remains hidden from the public. We shall change that so that people can access the information and be able to expose those who are lying about their wealth,” he pledged.

On whether he has the capacity to cause change after failing to in the three previous general elections, Besigye said the elections were not free and fair.

“In 2006 all judges who handled my petition agreed that elections were not free and fair. We have had free and fair elections. We have a dictatorial military regime which organizes elections on its terms just to gain legitimacy,” he explained.

Besigye said Uganda has never had peaceful handover of power from one president to another because the country has been ruled by military dictators whose preoccupation is to secure themselves in power against all odds.

“Inherently, institutions of dictatorship are corrupt. Their purpose is do everything possible for regime survival not protecting people. It is not only the electoral commission. Even courts, security organs, and parliament all serve the interests of the dictator other than serving the interests of the citizens,” he argued.

Besigye said over 1000b (10%) of public funds collected in revenue is lost to corrupt government officials annually and another bigger percentage is misused in unnecessary expenditures.

Besigye’s message, which included many other promises, was later translated into the local language (Ate so) by Kumi county MP Patrick Amuriat.

After covering both Kaberamaido and Amuria yesterday, the retired colonel will campaign in Soroti district.
