Statement on Cabinet Meeting decisions held on 3rd November 2015

Statement on Extraordinary Cabinet Decisions of 03/11/2015 }}

On Tuesday, 3rd November 2015, an extraordinary Cabinet Meeting chaired by His Excellency the President of the Republic, Paul KAGAME, convened in Village URUGWIRO.

1. The Cabinet Meeting approved its earlier decisions of 14 October 2015, after minor adjustments.

2. The Cabinet Meeting approved the Smart Rwanda Master Plan.

3. The Cabinet Meeting approved the National Youth Policy, Implementation Plan and its Results-based logical framework.

4. The Cabinet Meeting approved the agreements between the Government of Rwanda and private companies for the mining licenses in the former Gatumba mining concessions.

5. The Cabinet Meeting approved the applications for mining and quarry licenses received during August and September 2015.

6. The Cabinet Meeting approved the following Draft Laws:

Draft Law governing organization and functioning of Higher Education.

Draft Law modifying and completing Law nº 44/2010 of 07/12/2010 establishing Rwanda Education Board (REB) and determining its responsibilities, organization and functioning.

Draft Law modifying and completing Law nº 72/03 of 10/09/2013 establishing Higher Education Council (HEC) and determining its responsibilities, organization and functioning.

Draft Law authorizing the ratification of the loan agreement n° 1675p signed in Lima, Peru on 08 October 2015, between the Republic of Rwanda and the OPEC Fund for International Development (OFID), relating to the loan of fifteen million American Dollars (USD 15,000,000) for the Nyagatare – Byumba – Base road project.

Draft Law authorizing the ratification of the protocol amending the Marrakesh agreement establishing the World Trade Organization (the “WTO Agreement”) signed in Marrakesh, Morocco on 15/04/1994 and ratified on May 26th, 1996 to insert the trade facilitation agreement as annex 1A.

7. The Cabinet Meeting approved the following Orders:

Prime Minister’s Order determining the structure of Administrative Procedures Manual in Public Service.

Ministerial Order determining a degree or a certificate awarded at the end of each cycle of education.

Ministerial Order determining the List of Medicines and Medical Services provided at each level of health facilities under the Community-Based Health Insurance Scheme in Rwanda.

8. The Cabinet Meeting approved the following to represent their respective countries to Rwanda as Ambassadors:

1. Mr. Pan HEJUN, of the People’s Republic of China, with residence in Kigali;

2. Mr. Yevhenii TSYMBALIUK, of Ukraine, with residence in Nairobi;

3. Mr. Joseph NOURICE, of the Republic of Seychelles, with residence in Addis Ababa;

4. Mr. Chelva RETNAM RAJAH, of the Republic of Singapore, with residence in Singapore.

5. Mr. Felix COSTALES ARTIEDA, of Kingdom of Spain, with residence in Dar-Es-Salaam.

9. The Cabinet Meeting made the following appointments:

IN THE MINISTRY OF TRADE AND INDUSTRY /MINICOM

Mr. NGABONZIZA Emmy: Director of Administration and Finance Unit.

IN RWANDA TRANSPORT DEVELOPMENT AGENCY/RTDA

Mr. MPAYANA Fio Logan: Director of Research and Quality Control Unit.

IN RWANDA COOPERATIVE AGENCY /RCA

Mr. MUHIZI Jules Aimable: Director of Planning and Cooperatives Promotion Unit.

10. In AOB:

a) The CEO/RDB and Cabinet Member informed the Cabinet Meeting that Rwanda was ranked 62nd in the overall Doing Business Report 2016 ranking. Rwanda’s ranking improved on the following indicators:
– Starting a business;
– Getting credit;
– Protecting investors;
– Resolving insolvency.

On the African Continent, Rwanda is ranked the second after Mauritius, and the first in the East Africa.

b) Minister of State in MINALOC in charge of Community Development and Social Affairs informed the Cabinet that Rwanda will celebrate the International Day of Persons with Disabilities on 3rd December 2015. The celebration will be preceded by a disability week with which will run from 22nd November to 3rd December 2015. At national level, the International Day of Persons with Disabilities will be celebrated in Musanze District, and in other Districts. This year’s theme is {{“Inclusion matters: access and empowerment for people of all abilities”.
