{The visiting delegation from the Ivory Coast has recognized the institutional maturity of Rwanda National Police (RNP), following their visit of the Department of Traffic and Road Safety, yesterday.}
The 11 member delegation was received by Commissioner of Police Sam Rumanzi, the Commissioner for traffic, who demonstrated the performance of traffic police, particularly on how it used ICT to perform its work in maintaining traffic safety.
They also visited the Motor vehicle mechanical inspection centre, which checks the status of vehicles as one way of preventing accidents that might result from mechanical failures.
The head of delegation and director of Studies, Research and Monitoring in the Ministry of Interior and Security in Ivory Coast, Fidel Yapi, said that the use of modern technology and high level of professionalism exhibited by RNP is a lesson to very many countries in the world.
“Rwanda has invested heavily in modern technology to enhance traffic control – but this technology can be useless if professionalism is not high. Rwanda has been able to mix the two ingredients to maximum efficiency,” Yapi said.
The delegation was shown how CCTV cameras on the roads help to secure evidence against traffic offenders, as well as how police services are offered on mobile phones, including registering for driving permits.
“We appreciate the visit of Ivory Coast delegation with which we have discussed several initiatives where we can share best practices for the betterment of both our institutions,” ACP Rumanzi said.
The delegation also visited the National Police College in Musanze district where they were also briefed on the courses offered and a Senior Command and Staff Course that benefits Police forces on the continent.
The one-year course offers strategic leadership and Master’s programme in Peace Studies and Conflict Transformation offered in partnership with the Centre for Conflict Management of the University of Rwanda-College of Arts and Social Science.
It combines Police components, which include ‘operational staff work of police’ offered by Rwanda National Police, ‘strategic leadership and management,’ (level seven certificate), offered by the UK-based Bramshill Police College.
