Some of the allegations include corrupt provision of tenders which are offered after personal financial charges from him, Discrimination between employees and refusal of media interaction.
In an interview with IGIHE people expressed anger and unhappiness on the way Mutarugera charges money which he refers to 10% offered before service delivery.
