{Three officials in Rusizi district have applied asking for resignation from work. These 3 leaders include the Vice mayor in charge of finance Nirere Francoise, Vice mayor in charge of social affairs and Ndemeye Albert, the district secretary, wrote letters asking for resignation from work.}
The Mayor of Rusizi district, Nzeyimana Oscar told IGIHE that the 2 officials had applied for resignation to the president of the district advisory council and it was still under way.
However, these resignation letters follow another resignation letter from another district official called Nirere who had applied for resignation before.
In an interview with the executive secretary of Rusizi district said that he resigned in order to pave way for other Rwandans to lead, and he also confirms another factor that led to his resignation was the way tenders were being offered by the district which didn’t pass through the right way of offering tenders.
He added, “It’s been one year since I became a leader of this district, I came with an intention of building my country but what I found there was shocking, there was a wrong system of offering tender and I wouldn’t continue working in such condition that’s why I decided to write a resignation letter”.
Habyarimana Marcel, who was in charge of finance told IGIHE that his resigning has nothing hidden behind, and insisted there were some other people capable of doing that job to replace him.
He added that he performed well, during his 5 years at work with the district administration and it was now time for him to take care of his family.
According to the government auditor in the western province Mugabe Innocent, the last accounts had shown how the government funds were utilized in Rusizi district on 28th march 2011.
There was a problem which was realized whereby district employees had been paid the 13th month salary which they were later requested to return to the district account.
Another error which was realized included, 24million which was issued as an illegal tender for the construction of a 9 year basic education school.
At that time of the audit the vice mayor in charge of finance had sown appreciation on the final results.
