52 refugees in deceptive repatriation

{A total of 52 refugees of whom 6 are Congolese have been found in deception games as they had returned to DRC but re-repatriated to Rwanda yesterday so they could get donations granted to refugees.}

They have repatriated along with other 23 Rwandans who fled the country in 1994.

Some of the refugees found to be cheating yesterday attributed it to poverty pushing them to return to Congo and re-repatriate to access donations reserved for repatriates from DRC forests.

“My home is Nkombo. I was tempted to cheat because of hunger that pushed me to return to Bukavu in DRC and changed my names to Icyimpaye Beatrice so they could not guess that I had already repatriated nine months ago,” said Nyiransabimana Vestine.

Another woman Uzamukunda Stephanie said “I came to see whether relatives of my husband are alive and returned to inform him about the situation.”

They later apologized.

The leader of Nyagatare provisional refugee camp, Haguma Ildephonse says that they use technology of fingerprint which helps to identify refugees who are returning for the second time.

“When refugees arrive here, we give them food for three months along with various materials .But we have information that they pay five dollars to be registered as refugees,” he said.

He explained that a refugee found to be cheating doesn’t receive more support while cheating Congolese are returned to their country by United Nations High Commission for Refugees.

The management of Nyagatare provisional camp advised them to look for support in their villages through government programs of VUP, Ubudehe and Girinka.
