A survey carried out by Pro-Femmes Twese Hamwe, an umbrella organization of women NGOs, on gender equality, has established that 40% of government ministries in Rwanda have no budget for supporting activities that feed into resolving gender related issues.
The president of Pro-Femmes Twese Hamwe, Kanakuze Jeanne d’Arc noted that gender equity principles are usually ignored during the budget plan drawing process. She unveiled this during the meeting that brought together budget officials from ministries and Non Governmental Organizations held in Kigali to pave ways of making the budgetary process more gender-sensitive.
“The analysis related to the principle of equality in budget plan demonstrated that there is still a gap. Some ministries made efforts while others did nothing .It is therefore important to build the capacity of budget officers so they can fully appreciate and include gender-related issues in the budget,” said the Minister of Gender and Family Promotion, Oda Gasinzigwa.
She noted that the matter needs new measures adding that the training process has started.
“The more efforts we put in, the more the situation will be improved. We need budget showing planned outcomes aimed at enhancing the principle of gender equality in our daily activities. The political will is there, let’s use it,” said Gasinzigwa.
Delegates to the meeting recommended that MIGEPROF sets guidelines on how the principles of gender equality should be streamlined in the budget.
