Civil servants who aren’t “ideologically clear” will lose their jobs in government, the Minister without Portfolio in charge of Political Mobilisation, has said.
Mr Richard Todwong, who is also the National Resistance Movement party deputy secretary general, said ideological clarity is very important and every civil servant working in the NRM government should have at heart.
“We are going to shake up civil servants. If you aren’t ideologically clear and it affects our space, we shall remove you,” Mr Todwong told more than 1,500 university students at Police Training School, Kabalye in Masindi District at the weekend.
Uganda has no universally agreed-upon ideology about how things should be done. But often individuals in leadership impose or preach their favourite set of goals to the public, which they term as national goals. The country’s public service standing Orders, 2010, meanwhile, prohibit civil servants from engaging in partisan politics.
However, Mr Todwong said civil servants have failed to implement the NRM manifesto, a situation which he said would end when the new NRM leadership cracks the whip.
He told the youth they should create their own jobs since the government is short of them.
“Government has no jobs… Uganda doesn’t owe you anything but it is you who owe it. Uganda has given you skills so go and exercise them,” he said.
Mr Todwong represented the Prime Minister, Dr Ruhakana Rugunda, at the pass-out of the 1,500 students who had completed a month of training as crime preventers, in policing and political ideology.
