President Kagame received the EAC Summit Chairmanship as he attended the 20th Ordinary Summit of the East African Community Heads of State, in Arusha, Tanzania.
Accepting the EAC Summit Chairmanship, President Kagame assured the attendees of his commitment as the new chairperson of the EAC summit.

“It is an honor to serve as Chairperson of our Summit for the next year. I look forward to working together with my fellow leaders to serve the people of East Africa,” Kagame said.

He remarked that the summit comes at an important moment as EAC approaches it’s the 20th anniversary of its revival. “We have much to celebrate. But it is also a moment to reflect on the meaning and value of this Community which is important to all of us.”

President Kagame added that it is an opportunity to address whatever challenges exist directly and frankly, so to move confidently into the future EAC.

The summit had been postponed twice after Burundi’s last-minute boycott of the planned November meet which was rescheduled to December but failed to take place. Burundi wanted the EAC leaders to first address differences pitting his country and Rwanda. Relations between the two neighbors have soured since the failed Bujumbura coup in 2015 threatening to tear apart the Community.

With President Kagame’s assurance, the relationship between the two countries might change for the better.

“We cannot afford to fall behind particularly when the EAC was starting to make good progress. It is up to us to ensure that this community works for us as it should,” He said

President Kagame further observed that as leaders of the community, EAC needs to come together in a spirit of solidarity and unity for the benefit and well-being of the citizens of the region.

“We will measure success by how easily our people, their goods and capital move within our region & how prosperous in the end they become as a result. This is our task. I know we are equal to it if we choose to put all our energies into making it happen.” Kagame concluded.

Four of six East African Community heads of state attended the meeting. President John Magufuli was joined by his counterparts Museveni of Uganda, Kenya’s Uhuru Kenyatta and President Paul Kagame.

The Minister of State for Foreign Affairs, Regional Cooperation and EAC affairs Amb. Olivier Nduhungirehe wrote on his tweet that the presidents of the four member states that make the EAC; President Paul Kagame, John Pombe Magufuli, Uhuru Kenyatta, Yoweri Kaguta Museveni and the vice president of Burundi Gaston Sindikubwabo have met today 1st of February 2019.

The summit which has also been attended by the EAC General Secretary Liberat Mfumukeko was twice postponed from 30th October and 27th December 2018.

Amb. Nduhungirehe said that the 20th EAC summit will involve voting the new Chairman of EAC and discuss the fast-tracking of flagship pillars of the community including; Customs Union, Common Market, Common Currency and Political Confederation.
Rwanda will take over the chairmanship of the EAC.

The development follows the arrest of leaders of militias, Laforge Fils Bazeye and Lieutenant-Colonel Theophile Abega of FDLR and RNC led by Kayumba Nyamwasa that were caught as they returned from Uganda where they mastermind their attacks from.

A report from MONUSCO released in December 2018 indicates that RNC led by Kayumba which operates on the southern Kivu intends to attack Rwanda.

Crispin Atama Tabe the DRC Minister of Defense on 18th of January this year wrote to MONUSCO asking for their intervention in stopping the activities of FDLR on the DRC territory.

“DRC is strongly opposed to insurgents using its territory to disturb the peace in any neighboring country. I am asking the MONUSCO to help DRC army (FARDC) in stopping any possible attack planned by FDLR fighters,” said Crispin.

A Cabinet meeting chaired by President Paul Kagame, Monday, has endorsed a Presidential Order issuing new banknotes of One Thousand Rwandan Francs (Rwf1000) and Five Hundred Rwandan Francs (Rwf500) as legal tender in Rwanda.

The new banknotes which will be announced by the National Bank of Rwanda (BNR) will be replacing banknotes which were in use since 2015.

The Rwf1000 banknote’s front has a design of National Museum of Rwanda to represent the Government of Rwanda’s effort to promote Rwandan Culture and history; while on the back there is a monkey in the Volcano National Park to represent the Government effort to promote tourism sector.

A design of a flying dove changes colored from green to blue and a bright ring can be seen moving around a central point, replacing the Holographic band on former Rwf1000 banknotes.

The Rwf500 135 x 72mm banknote has a watermark of the coat of arms of the Republic of Rwanda and an electrotype element representing the logo ‘BNR’ below, a blue dominant color.

The move, at the time, was aimed at strengthening the note’s security features.

The Rwandan franc, denoted by the ISO code RWF, is the legal tender used in the country. Banknotes are in denominations of Rwf5000, Rwf2,000, Rwf1,000, Rwf500 and Rwf100.

3. The Cabinet Meeting approved the following policies, programs, and strategies:

– 10% salary increment for both primary and secondary schools teachers in public and government-aided schools with effect from March 2019;

– Administering Mandatory Standardized English Language Tests (SELT) for students and teaching staff at all levels of education excluding pre-primary and lower-primary;

– Improving Teacher Management: recruitment, retention, development, and monitoring;
– Special Needs and Inclusive Education Policy;

– Teaching Career Path Advancement;

– RDB to enter in Concession and Implementation Agreement between the Government of the Republic of Rwanda and Gasmeth Energy Ltd to extract methane gas (CH4) from Lake Kivu;

– RDB to enter in Concession Agreement between Rwanda Development Board (RDB) and Imizi Ecotourism Development Ltd. for conservation and tourism management in Gishwati-Mukura;

– MINAGRI to enter in Joint Venture Agreement between the Government of Rwanda and NETAFIM Ltd. from Israel for the development of the infrastructure for commercial farming in Gabiro Agribusiness Hub Project (GAHP);

– Twenty-five (25) applications for Mineral and Quarry licenses;

4. The Cabinet Meeting approved the following Draft Laws:

– Draft Law modifying and complementing Law n° 38 /2018 of 29/06/2018 determining the State Finances for the 2018/2019 Fiscal Year;

– Draft Law approving the ratification of the Grant Agreement signed at Tokyo, Japan on 09 January 2019, between the Government of the Republic of Rwanda and the Japan International Cooperation Agency (JICA), relating to the Grant of three billion and one hundred and ninety-one million Japanese Yen (JPY 3,191,000,000) for the project for strengthening Nzove-Ntora Principal water transmission pipeline in the Kigali City;

8. AOBs.

a) From January 21st to 27th 2019, 6 cyclists from the National Cycling Team are participating in the 14th Edition of the “La Tropicale Amissa Bongo”, International Cycling race in the Republic of Gabon;

b) From 4th to 9th February 2019, 6 cyclists from Rwanda’s U-23 cycling Team will join other national and professional teams in the “Tour de l’Espoir” cycling race to be held in Cameroon;

c) From 24th February to 3rd March 2019, Rwanda will host “Tour du Rwanda 2019” for its 1st edition in category 2.1. Rwanda will welcome 17 teams from 18 nations with 85 riders representing 4 continents. The race will last 8 days and will cover 953, 6 Km.

– The Minister of Youth informed the Cabinet on “Rubyiruko Menya Amateka Yawe program” that started on 17th January 2019 and will conclude on 7th March 2019. This program is organized by MINIYOUTH, in collaboration with MINALOC, CNLG, RDF, and RNP to nurture the values of Patriotism, Heroism, Unity, and Tolerance embedded in the culture and history of Rwanda in Youth.

– The Minister of Gender and Family Promotion informed the Cabinet that Rwanda will celebrate the International Women’s Day (IWD) on March 8th, 2019. The theme for this year is: “Together, let’s build a safe Family– Dufatane Urunana Twubake Umuryango Utekanye. At the national level, the celebration will be held in Nyamasheke District, Kanjongo Sector, Kigoya Cell, Kigugu Village.

– The Minister of ICT and Innovation informed the Cabinet that the Government of Rwanda is organizing the 5th Edition of Transform Africa Summit 2019 from 7th to 10th May 2019. The theme for this year is “Boosting Africa’s Digital Economy”. The summit will feature the second Transform Africa Economic Forum on 7th May 2019 with a targeted audience of business leaders and high net worth investors on the topic of “Startup Africa”.

– The Minister of Environment informed the Cabinet about the High-level event organized to celebrate the entry into force of the Kigali Amendment to the Montreal Protocol adopted at Kigali on 16th October 2016 and which was effected on 1st January 2019 after ratification by 65 countries. The celebration event is planned to take place at Marriot Hotel, Kigali on 28th January 2019.

Speaking after his ordination, Archbishop Kambanda said that among his chief goals during his spell as Kigali’s Archbishop is the construction of Kigali’s new Archdiocese’ cathedral.

“He said: “Fellow Christians of this City (Kigali), we have as a wish to build the new modern temple of God, the Cathedral of this City.”

Kigali Archdiocese’s cathedral is currently built in Kiyovu, Nyarugenge District at St Michael’s Parish.

President Kagame pledged to support the cathedral adding that it would possibly be built at a new location.

“We will partner to build it and we will build a better cathedral. We may build it at a new other place but this will depend on the Church’s will or due to the agreement we will have in sponsoring the activity to realize that wish in as short time as possible,” Kagame said.

President Kagame also commended the good partnerships between the Roman Catholic Church and Rwandans particularly in the provision of education and health services to our population, regardless of their religious affiliation.

President Kagame said that during his visit to Vatican in 2017 “the Holy Father made a humble gesture, calling on God to forgive the Church as a whole, for the Church’s failure in our tragic history.”

“This was a major milestone, which we are all called upon to perfect, by working together as religious institutions and government in a positive way, based not on the past, but on the future we want,” he said.

“Let us put the Pope’s teaching into practice, and most importantly, into the hearts of the clergy and the faithful. We want the Church to be a full partner in building this nation, and the foundation of unity and reconciliation upon which it is based,” Kagame added.

“A healthy mind requires a healthy body. The Church shares the duty and mission to transform people’s lives. After all, we don’t only take sick people to God,” Kagame said asking: “Why not go to Him having lived lives of purpose and virtue, in service to our brothers and sisters, right here on Earth?”

“It is in our power to do so,” he said.

Antoine Kambanda who was installed as Kigali’s new Archbishop had been appointed as Bishop of Kibungo in 2013. He becomes Kigali’s third Archbishop since 1976 when it was founded. He will keep serving as temporary Bishop of Kibungo Diocese before it gets its new Bishop.

The Head of State said this on the third day of the World Economic Forum 2019 during a session on Africa’s Leadership in the New Global Context with his South-African Counterpart Cyril Ramaphosa, moderated by World Bank CEO Kristalina Georgieva.

“Africa is talking more and more about integration, working together in all sorts of ways,” Kagame said.

On digital transformation, President Kagame stressed the importance of a change in mindset and political will. “Young people are hungry for what will make a difference in their lives, not necessarily being connected for the sake of it but connecting through business to make profit or trading,” he observed.

He further noted that there is a realization that if you look at countries individually, even big countries are small when you think about global events.

South African President Cyril Ramaphosa echoed his reflection, bringing to light, that with an estimated 9 million unemployed people in South Africa, his government has prioritized job creation and is working with labor unions and other economic stakeholders to develop strategies to address labor market challenges. The country is investing in a programme that aims to equip all young people in schools and colleges with digital skills to enhance their future employment prospects.

“If Africa’s leaders do not act quickly to move the continent into the 21st century, young people will leave them behind,” South Africa’s President Cyril M. Ramaphosa said.

President Kagame was speaking to over 65 Heads of State and Government and top global executives for this year’s World Economic Forum [WEF] 2019 held in Davos, Switzerland, under the theme Globalization, “Shaping a Global Architecture in the Age of the Fourth Industrial Revolution”.

“This session is timely. The conditions have never been so favorable for Africa to take the lead in shaping its own global agenda. For too long, we ceded responsibility for Africa’s agenda to others, with some individuals even benefiting,” Kagame said, opening the Forum.

President Kagame further remarked that everyone benefits from a stronger, more united Africa, which is reflected in the more constructive tone of Africa’s partnerships with China, Europe, and others.

He cautioned that challenges relating to migration, security and climate change among others imply that there is no longer any actor who sees an advantage in an Africa that is institutionally weak and economically stagnant. However, he noted that at present, the pace and quality of integration in Africa were increasing noticeably, a very significant, according to the AU Chairman.

“Last year, for example, the African Continental Free Trade Agreement was adopted and it is likely to come into force this year. We also agreed on a timetable for the free movement of people and on the establishment of a single African air transport market.” President Kagame added.

The Head of the State, later on, participated in a session on digitalizing Emerging Markets with the AliBaba Group Executive Chairman, Jack Ma.

Last Year, in October, Alibaba Group and the government of Rwanda agreed to multiple bilateral initiatives, aiming to promote the African country’s economy through increased cross-border trade, capacity building, and tourism. A major tenet of the agreements was Rwanda’s admission to the eWTP, Electronic World Trade Platform, becoming the first eWTP Partner in Africa so far.

On why Rwanda signed up to the Platform, President Kagame said it was a special, exciting partnership that brings marginalized people in society to connect directly with the consumers.

“eWTP has democratized benefits. If you look at the number of people who will benefit; young entrepreneurs and farmers who are involved in coffee businesses, it is all inclusive.” He explained.

African leaders are currently showcasing the continent’s diverse opportunities to investors, business leaders and policymakers at the annual World Economic Forum (WEF) in Davos.

The miners of who seven were men and seven women died on spot on Monday at 8h:00 am when the mine belonging to PIRAN Resources Limited collapsed.

John Ntanyungura who survived the incident told IGIHE that the mine showed signs of collapse and it fell on his workmates right when he went out to check the situation from outside.

“Fifteen of us entered the mine, seven women and eight men. Before the mine collapsed, it showed some signs of collapse. When I got out to see, I found it shaking and it immediately caved in. My colleagues who were still inside were all buried alive and I survived. The way it collapsed, there was no chance for anybody to survive,” John Ntanyungura said.

Different officials including the Eastern Province Governor, Fred Mufulukye, and the Inspector General of Police (IGP) Dan Munyuza arrived at the scene shortly after.

“The miners went to work as usual and the collapse happened while they were under the ground. We have not yet established the cause of the incident,” the Governor of the Eastern Province, Fred Mufulukye told IGIHE.
