    The 3rd edition of #YouthConnektMonth kicks off

    Young people across Rwanda participated in various activities to mark the official launch of the third edition of the National YouthConnekt Month activities.

    Speaking to thousands of young people in Nyamasheke District, Minister of Youth and ICT, Jean Philbert Nsengimana on Saturday urges young people to work hard to be able to shape their future and contribute to the country’s sustainable development.

    The coordinator of the National Youth Council in Huye District, Albert Busumbigabo, said there are 14 savings groups in the district with more to be formed.

    The Permanent Secretary at the Ministry of Youth and ICT, Rosemary Mbabazi speaking at the launch of YouthConnekt Month in Kinazi Sector, Huye District advised young people to embrace the saving culture.

    “We are sensitising the youth to make the most of the opportunities available so that they create jobs for development and self-reliance. Once the youth become self-reliant, the whole country achieves self-reliance as well,” PS Mbabazi said.

    Themed “Twahisemo Kuba Umusingi w’Iterambere” roughly translated as (We Choose to Be the Foundation of the Country’ Development), the YouthConnekt Month is an opportunity for over Four Million Rwandan youth to clearly demonstrate their contribution in the country’s economic transformation.

    YouthConnekt Month 2015 will include ICT activities to increase access to Broadband services and therefore boost socio-economic opportunities for citizens across the country.

    The YouthConnekt Month originated from the resolutions of the first edition of the YouthConnekt Convention which was held in December 2012. During the convention which was attended by President Paul Kagame, the youth resolved to hold an annual exercise meant to enhance their participation in socio-economic development activities.

    The President endorsed the idea and recommended an annual youth month dedicated to enhancing youth participation in the country’s socio-economic transformation.

    This year’s YouthConnekt Month will end on 30 May 2015 in Kirehe District, Eastern Province. It was organised in partnership with National Youth Council, Imbuto Foundation, MINALOC, MIGEPROF, MINISPOC, One UN, DOT Rwanda, all districts, Youth organisations and faith based organisations.

    Two Burundian Mayors fled to Rwanda amid Protests Against Nkurunziza third term

    Two Burundian Mayors have fled to Rwanda last week, amid protests against President Pierre Nkurunziza running for a third term.

    The two are Niyonsaba Gaudose and Ndereyimana Basile from the districts of Gisagara and Mushiha of Cankuzo Province.

    They passed through Bugesera Border point on 1st May 2015.

    Rwanda is hosting more than 20,000 Burundians who fled their country.

    Meanwhile Ntawukuliryayo Frederic, the spokesperson of Rwandan Ministry in charge of refugees on Monday said no information about where the two mayors are now, but, believes the same source; both mayors may have been received by their friends living in Kigali.

    China and Rwanda to cooperate more in business

    At the invitation of the Chinese Minister of Foreign Affairs Wang Yi, Louise Mushikiwabo, Minister of Foreign Affairs and Cooperation of the Republic of Rwanda visited China from April 29 to May 2, 2015.

    Rwandan Minister, Mushikiwabo talked with her Chinese counterpart, Wang Yi and discussed on bilateral cooperation. They further resolved to pursue their efforts to deepen the two countries’ bilateral relations through the completion of meaningful projects in the sectors of cultural exchanges, tourism, human resource development, health services and most importantly, industrial cooperation extended within the East Africa regional context. The two countries also agreed to scale up frequency of their bilateral political consultations.

    Min. Mushikiwabo expressed gratefulness for the role the Government of China has played in the current status Rwanda’s development, and in Africa.

    Throughout the Visit, Rwandan Infrastructure Minister, James Musoni and The Chairperson of SINOHYDRO signed the Memorandum of Understanding (MoU), which will allow to implement the project of hydropower station of Nyabugogo II and Mutobo Project station.

    The two Ministers were delighted and encouraged to see these agreements adopting a private-public partnership (PPP) format, which they saw as the most indicated vehicle for successful implementation.

    Minister Mushikiwabo is accompanied by Rwandan Minister of Infrastructure, James Musoni and different officers from the sectors of economy, infrastructure, business and investment.

    President Kagame attends the Milken Institute Global Conference

    Yesterday 27th April 2015, President Kagame has joined over 3500 participants and 700 leaders for the Milken Institute Global Conference held in Los Angeles. President Kagame began the day with the traditional corporate investor roundtable where speakers also included Hon. Tony Blair and former President of Mexico, Vicente Fox. The discussion, which takes place every year, brings together leaders to further private and public sector partnerships and discuss successful policies aimed at improving investment.

    Addressing leaders from a variety of sectors including infrastructure, renewable energy, finance and ICT, President Kagame highlighted the role of business in creating prosperity:

    “The urgency to act is not only about businesses having returns. It is about what businesses leave behind and how many lives are transformed. The more lives are transformed, the better it is for business.”

    President Kagame added that although perceived risks far outnumber real risks when it comes to investing Africa, it is the responsibility of government to reduce risks to a minimal level and decrease the cost of doing business.

    Sharing the example of the one area network that reduced roaming fees between Kenya, Uganda and Rwanda’s mobile operators and led to a 300% increase in subscribers, President Kagame emphasized the role of political will in implementing policies that can benefit both citizens and the private sector.

    Attending the conference for the third time, President Kagame is set to participate in a session on actions needed to make the world better for women and girls as well as a panel discussion on exploring the future of Africa.

    The four-day conference brings together leaders including investors, government officials, scientists, and members of the media from 55 different countries. The Milken Institute describes itself as a non-profit, nonpartisan think tank determined to increase global prosperity by advancing collaborative solutions that widen access to capital, create jobs and improve health.

    Government of Rwanda grants “prima facie” refugee status to Burundian refugees

    The Government of Rwanda has resolved to grant Prima Facie refugees’ status to Burundians who continue to flee to Rwanda.

    The decision was taken considering the overwhelming number of Burundians who continue to cross the border to seek safe haven to Rwanda whereby the daily average has gone over 800 refugees.

    The decision to grant Prima facie Refugees status to Burundians is in accordance with Article 13 of the Law Relating to Refugees in Rwanda and the 1951 Convention Relating to refugees where by population fleeing in mass influx are unconditionally granted refugees status.

    As of Thursday April 23, 2015, the number of Burundians refugees received in Rwanda had reached 11,000, which complicates the procedure to determine their status at individual basis.

  • U.S. to partner with Rwanda on Police Peacekeeping

    U.S. to partner with Rwanda on Police Peacekeeping

    Ambassador of the United States, Erica Barks-Ruggles, and Minister of Internal Security, Sheikh Mussa Fazil Harerimana, today signed a Letter of Agreement for partnership on police peacekeeping.

    Under this agreement, the United States will provide Rwanda with training and other support for Rwandan National Police forces deploying to United Nations and regional peacekeeping operations around the continent.

    Later this year police trainers from the United States’ International Police Peacekeeping Operations Support (IPPOS) program will work alongside Rwandan National Police trainers and commanders to prepare Formed Police Units and individual police officers for upcoming deployments to the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA).

    Among the 10,000 military and 1,800 police peacekeepers mandated by the UN Security Council for the CAR mission, Rwandan National Police were among the first to deploy upon the transition to UN command in September 2014.

    While initial efforts for the U.S.-Rwanda police peacekeeping training partnership will focus on CAR, Rwanda has more than 600 police deployed to other UN missions that may also be considered for training cooperation under this agreement in the future.

    The United States IPPOS program has experience training partner police peacekeeping units with over 5,000 police from Nepal, Jordan, Mali, Burkina Faso, Togo, Benin, and Senegal, who have deployed for numerous United Nations missions, including to Haiti, Liberia, Darfur, Mali, and the Central African Republic.

    Bouteflika hails Rwanda’s efforts for peace in Africa

    Algeria President Abdelaziz Bouteflika hailed Rwanda’s efforts for peace and security in Africa, particularly through its participation in the UN peacekeeping missions, said Wednesday a joint statement issued at the end of the state visit of Rwandan President Paul Kagame to Algeria.

    President Bouteflika also commended President Kagame for his efforts to establish peace and stability in the region of the Great Lakes,” said the statement.

    President Bouteflika congratulated the Rwandan president “on his efforts since the end of the genocide in 1994 and the establishment of peace and stability in his country allowing an economic and social development.”

    In this regard, the Head of State expressed “deepest sympathy and his solidarity with the Rwandan people, who are commemorating this year the 21st anniversary of the Rwandan genocide, which remains one of the darkest chapters of the history of humanity.”

    The President of the Republic also underlined the “need to step up efforts to continue and arrest the responsible for the heinous crime which claimed nearly one million lives,” said the joint statement.

    Rwanda’s Prime Minister Anastase Murekezi is in Indonesia to attend the 60th Asia-Africa Conference which starts from 22nd -25th April 2015.

    IGIHE has learnt that Anastase Murekezi is set to hold talks with several Governments representatives including the Vice President of Indonesia Jusuf Kalla and Indian External Affairs Minister Sushma Swaraj.

    The Asian-African Conference which became the stepping stone for the Non-Aligned Movement during the Cold War-era is likely to adopt three declarations – Bandung message 2015: strengthening South-South Cooperation to promote world peace and prosperity, declaration on reinvigorating the new Asian African Strategic Partnership and declaration on Palestine.

    The number of women in ‘non-traditional’ roles, such as pilots and engineers, exposes a pro-found imbalance of men and women in the workplace. How-ever, Second Lieutenants Chantal Mucyo Karerangabo and Meron Mutesi Rugazora are among the first qualified female pilots to be deployed with UNMISS.

    Over the past five years, the Government of Rwanda has taken steps to increase the number of female personnel and promote gender mainstreaming in the Rwanda Defence Force (RDF). As pioneers in the field of aviation, Ms. Karerangabo and Ms. Rugazora are doing their part to overcome the low representation of women in the aviation sector. While the pace of change has been slow, new education policies and the arrival of more visible role models like the RDF second lieutenants are helping to blaze new trails for female peacekeepers.

    The Rwanda Aviation Unit has six Mi-17 helicopters that provide air support ranging from administrative and logistic support flights to cargo re-supply, medical evacuations, and search and rescue operations. Three of the helicopters are based in Juba while the other three helicopters operate out of Bor.

    UN chief to meet Pope this month

    The United Nations chief will meet Pope Francis in the Vatican later this month to discuss several issues, including climate change. UN Secy-Gen. Ban ki-Moon himself announced the meeting while delivering a speech at the National Press Club in Washington, D.C. Ban said he will be visiting the Vatican later this month and meet “Pope Francis to discuss common concerns, including the encyclical on the environment that he plans to issue in the months ahead.” “I think this will be the first time for any Secretary-General to be invited by the Pope,” Ban said.

    The UN chief will be in the Vatican April 28, to participate in a workshop on the theme, “Protect the Earth, Dignify Humanity,” hosted by the Vatican’s Pontifical Academy of Sciences. More than 60 environmental experts invited at the gathering will focus on the moral dimensions of climate change and sustainable development. Ban and Cardinal Peter Turkson, president of the Pontifical Council for Justice and Peace, will give opening addresses before scientists, diplomats, business and religious leaders address participants. “The desired outcome is a joint statement on the moral and religious imperative of sustainable development, highlighting the intrinsic connection between respect for the environment and respect for people — especially the poor, the excluded, victims of human trafficking and modern slavery, children and future generations,” said a statement by organizers.

    Ban ki-Moon chief said he has invited the Pope, US President Barack Obama and all the leaders of the world to a special summit meeting in September at the United Nations, asking them to adopt a visionary and sustainable development agenda. “I am sure that all the leaders will come and declare their visions to the world as a way of celebrating the 70th anniversary of the United Nations,” he said.
