  • Murekezi urges youth on heroism

    As Rwanda celebrates Heroes Day for the 23rd time, the Prime Minister Anastase Murekezi has requested the youth to grow as brave citizens of the country and learn from Nyange students to always stick to the truth and keep the national ideals of oneness.

    He made the remarks yesterday as he addressed the youth among other Rwandans who attended the evening concert of celebrating Rwanda’s heroes at Remera Petit Stade.

    Murekezi praised Rwanda’s heroes for their sacrifice and requested the youth to learn from bravery of Nyange students who preferred death other than being divided with racial discrimination imposed by Interahamwe militia.

    He appreciated the efforts of soldiers who liberated the country and stopped the 1994 genocide against theTutsi under the stewardship of president Paul Kagame.

    “Nyange youth who became brave at a tender age should inspire you. Praising Rwanda’s heroes is committing to preserving outcomes of their bravery and to build on their achievements,” he said.

    “The celebration of National Heroes Day helps to reflect more and commending the bravery RPF Inkotanyi soldiers. Let’s voice our appreciation for them along with president Kagame who commanded them and currently leading Rwanda,” he added.

    The event which brought together the youth was also attended by various government officials including the Minister of Sports and Culture, Uwacu Julienne,the Minister of Defense, Gen. James Kabarebe; RDF chief of Staff and Gen. Patrick Nyamvumba among others.

    The National Heroes Day is celebrated every 1st February where government officials lay wreaths at Heroes Square in Remera in honor of those who sacrificed their lives for the nation.

    Rwanda’s heroes are classified into three categories including Imanzi comprised of unknown soldier and Major General Fred Gisa Rwigema; Imena including King Mutara III Rudahigwa, Rwagasana Michel, Agathe Uwiringiyimana, Niyitegeka Félicité and Nyange students. The third being Ingenzi with no recorded heroes yet.

    Today, Rwanda celebrates lives of Rwandans who sacrificed their lives so that fellow countrymen can enjoy liberty and lead dignified lives.

    Rwanda has come this far because of the dedication and sacrifice of many of its gallant sons and daughters.

    Rwanda continues to be inspired by brave Rwandans whose sacrifices have shaped the new Rwanda, a country with equal opportunities for all as the enduring spirit of National Heroes continues to guide the country towards a brighter future.

    This year, Rwandans in different corners of the country reaffirm that true heroism lies in being able to choose what fits in their interests.

    As Rwanda celebrates its brave sons and daughters, Rwandans across the country are once again called on to uphold the culture of patriotism and recommit to continue to move Rwanda forward.

    Security tops Rwanda governance performance parameters

    Rwanda has registered consistent improvement in different governance and development sectors, according to the Rwanda Governance Scorecard (RGS) 2016.

    The RGS fourth edition launched yesterday at the Kigali Convention Centre indicates that compared to the 2014 edition, six out of eight major indicators have recorded higher scores while only two presented slight decline.

    RGS is an annual publication seeking to gauge the state of governance in the country.

    It is a comprehensive governance assessment based on primary and secondary data drawn from over 200 questions.

    While launching the 2016 RGS, Prime Minister Anastase Murekezi said it has become a governance mirror that scientifically describes the country’s governance performance.

    “RGS is a unique assessment tool based on locally generated data like citizen satisfaction surveys. It helps us to understand Rwandan 2016 state of governance and what we need to do to achieve more good results,” the Premier said.

    The findings of last year’s Governance Scorecard show that three best performer’s indicators of the RGS2016 scored over 80% with Safety and Security leading with 92.62%, closely followed by Control of Corruption, Transparency and Accountability standing at 86.56% as well as Political Rights and Civil liberties which scored 81.83%.

    Other indicators recorded moderate scores: Rule of Law, 79.68%, Economic and Corporate Governance, 76.82%, Participation and Inclusiveness, 76.48%, Investing in Human and Social Development, 74.88% while the Quality of service delivery comes last with 72.93%.

    Rwanda commits to continued Shelter Afrique support

    Rwanda has pledged to continue supporting activities of Shelter Afrique, a Pan African financial institution dedicated to financing housing and infrastructural related activities in Africa.

    Rwanda’s Minister of Infrastructure Honorable James Musoni made the remarks in Nairobi yesterday while attending the extra-ordinary session of General Assembly of Shelter Afrique, which took place at Windsor Hotel.

    In his remarks, Mr. James Musoni commended the work done by Shelter Afrique on the continent and in Rwanda in particular and promised full support from the Government of Rwanda he represented.

    “The Government of Rwanda will continue to work closely and supporting Shelter Afrique by honoring our financial support for the organization to be able to meet its objectives. Shelter Afrique has done and continues to do well in supporting affordable housing development in my country and we are looking forward to achieving even more milestones together,” Hon. Musoni noted.

    Participants from member states and shareholders of Shelter Afrique convened in Nairobi to deliberate on ways of making the organization more financially stable for it to be able to address issues affecting housing development on the African continent.

    At this extra-ordinary session, members were updated on capital and liquidity status of Shelter Afrique, which disclosed major financial gaps that mainly emanate from members who have not honored pledges they made in 2013. During this session, member states that have not paid their arrears committed to paying their dues with specific timelines, which mainly extended to May 2017.

    Rwanda is a founder member of Shelter Afrique and has received housing finance as well as offering loans both to local banks and other private establishments with a portfolio of USD 51.4 million.

    Other projects such as Sunrise Hotel and Residence, Kigali Top Mountain Hotel have also benefited from Shelter Afrique loan scheme. A financial loan to former Rwanda Housing Bank (BHR) and Rwanda Development Bank (BRD) worth USD 13 million is financing ongoing projects. There are also current initiatives by BRD to collaborate in the development of Rugarama in Nyarugenge District Housing project to host over 2000 Housing Units.

    Shelter Afrique membership is comprised by 44 African Countries as well as other continental financial counterparts such as the African Development Bank and Africa-Reinsurance.

    The body is currently undertaking an initiative to promote innovation in low income housing development to address the housing market demand for more than 300million Africans living in urban areas.

    The meeting ended with member countries and shareholders committing to support the reforms that aim at insuring efficiency and sustainability of institution among them giving a leeway for new investors so as to increase liquidity.

    At this meeting, Rwanda was represented by Minister of Infrastructure Honorable James Musoni accompanied by Rwanda’s High Commission to Kenya H.E James Kimonyo.

    Rwamagana loses Rwf 43 million, mayor apologizes

    The mayor of Rwamagana district, Mbonyumuvunyi Radjab has apologized before parliament over mismanagement of the district affairs that led to financial losses to the government of Rwanda amounting to over Rwf 43 million.

    The financial loss rose from losing court cases where the district had been dragged for wrongful dismissal of district employees.

    The mismanagement issues were raised in the Public Service Commission reports for 2009-2012 and 20120-2015 which compelled the parliamentary commission of social welfare to summon the mayor for explanations.

    Mbonyumuvunyi accepted the mistakes and apologized saying they have now embraced advanced proactive measures.

    “Thanks for your best advices .We promise to respect them and you won’t see more shortfalls in future reports,” he said.

    He explained that the district has now hired a lawyer and will be consulting the Public Service Commission before taking any personnel decisions.

    The vice chairman t of parliamentary commission on social welfare, Alphonsine Mukarugema requested mayor Mbonyumuvunyi to avoid any mistake leading them to be summoned for similar mistake.

    “Such malpractices have to stop .You have to know that an employee dismissed through legal procedures has to leave. Let’s respect the law,” she said.

  • Former Minister Imena arrested

    Evode Imena, former Minister of State in charge of Mining at the Ministry of Natural Resources has been arrested over alleged mismanagement when he served in the government.

    The information has been confirmed by Rwanda National Police spokesperson, ACP Theo Badege.

    “It is true that he has been under custody since Friday over preliminary evidence pinning him on poor decisions while he served the government in his former position. The evidence linked him to favoritism and illegal issuance of official documents,” he said.

    He has however declined to reveal what the documents are about.

    Evode is jailed with two former workers at the ministry.

    He joined the government of Rwanda in 2013 aged 28 when he served as the Minister of State in charge of Mining at the Ministry of Natural Resources.

    He was removed from the position following the government reshuffle by President Paul Kagame in November 2016.

    Burglars raid Ruhango Sacco, one shot dead

    Police in Southern Province has shot dead a man identified as Habarugira Mathias suspected of conspiracy to rob Sacco Ingenzi in Byimana of Ruhango district.

    According to police sources, the suspect was shot after failing to respond to security orders at the site.

    His identity shows he is a resident of Nyaruguru district,Southern Province.

    The police spokesperson in Southern Province, CIP André Hakizimana has told IGIHE that “a gang of three raided the Sacco in Byimana and broke roofing tiles in the dead silence of the night. Residents hears the noise and raised alarm. Security personnel went there and shot dead one of the suspects who remained inside the building with a machete attempting to fight them.”

    The mayor of Ruhango district, Mbabazi François Xavier said that nothing was stolen from the Sacco.

    “It is true that the burglary happened. The thieves broke through the roof and descended inside the Sacco through the ceiling. One of the thieves was shot dead while others escaped,” he said.

    “Guards were not affected because police rushed to the scene and suspects were demobilized before robbing anything from the bank,” he added.

  • 80 Rwandan, Congolese nationals arrested in Uganda over illegal entry

    The suspects were arrested during joint operations mounted by Police and UPDF on Friday night.

    At least 80 people have been arrested in Kisoro town over illegal entry into Uganda. The arrested include sixty nationals of Rwanda and twenty from the Democratic Republic of Congo (DRC).

    The suspects were arrested during joint operations mounted by Police and Uganda People’s Defence Forces (UPDF) on Friday night. They are said to have entered Uganda through ungazzeted entry points at Muramba and Nyarusiza in Kisoro District.

    Kisoro District Police Commander Charles Okoto told this reporter that the suspects were found at several bus terminals in Kisoro town waiting for buses reportedly to travel to Kampala, Mubende, Mityana and Hoima districts for casual labor. Okoto says that security apprehended them after they failed to present valid travel documents.

    Kisoro Resident District Commissioner Hajji Shafique Ssekandi said the Rwandan nationals will be deported while DRC nationals will be arraigned before court to answer to charges of illegal entry.

    This is not the first time Rwandan and Congolese nationals are arrested in Uganda over illegal entry.

    On January 25 last year, 70 Rwandan nationals were deported by Ntungamo Security officials after sneaking into Uganda through Mirama hills border post in Ntungamo District. Sixteen other illegal immigrants comprising of Rwandan and DRC nationals were deported by Ugandan authorities on January 23.

    The suspects were picked up on January 18 last year and arraigned before Kisoro Grade II Magistrate, Charles Waako. They pleaded guilty before the magistrate ordered for their deportation.

  • 30 M23 combatants enter Rwanda

    A group of 30 unarmed people claiming to be M23 combatants fled to Rwanda yesterday at 17:00 hours through Rwanda-DRC common border, in Bugeshi Sector, Rubavu District, according to a statement from the Ministry of Defense (MoD) signed by the RDF spokesperson ,LT Col René Ngendahimana.

    The statement indicates that the combatants reported to Rwanda’s military that they were fleeing from combat action by DRC Armed Forces (FARDC) adding that they were seen by the International Committee of Red Cross (ICRC where those requiring medical attention have been attended to by the ICRC, in accordance with International Humanitarian Law.

    The fleeing follows recent on 15th January 2017 reports where armed M23 combatants fled the refuge camp in Uganda to enter North Kivu Province in Democratic Republic of Congo.

    It was later confirmed by Uganda’s spokesperson,Ofwono Opondo that 101 M23 combatants were held returning to DRC but 40 of them went missing.

    In a press briefing held on 20th January 2017 in Goma, the spokesperson of DRC infantry forces Gén François Olenga requested M23 combatants to report themselves to government military or have their commander Gen.Sultan Makenga questioned.

    On 20th January 2017, Uganda security personnel arrested more five M23 combatants suspected to have returned to DRC.

  • Minister cautions on corruption court

    The State Minister in charge of constitutional reforms and legal affairs, Evode Uwizeyimana has said that establishing a corruption court in Rwanda requires a good amount of planning before the decision goes into effect.

    He made the observation on Wednesday following the presentation of the report of Transparency International Rwanda (TIR) on corruption status in the country after TIR request for the establishment of an anticorruption court.

    The call for establishment of a special anti-corruption court has, too, been made by the ombudsman,Aloysia Cyanzayire.

    Minister Uwizeyimana said that the establishment of the court needs a deep analysis before implementation.

    “These are propositions that require assessment and well defined objectives,” she added.

    The government of Rwanda has established various bodies to fight against corruption including Rwanda Governance Board, the Ombudsman office and Human Rights Commission.
