Effective from 2012, RISD launched a project titled ‘Securing Land Rights: Civil Society Contribution to the Effectiveness of Rwandan Land Reform”. The phase 1 of the project ended in June 2014. The 2nd phase of the project was launched on 22nd July 2015, and adds the component of food security, and the new phase mainly focuses on research and documentation. In order to have more meaningful research data and results, there is a need for built the project strong monitoring and evaluation mechanism.

It is for this reason that RISD wishes to recruit a well experienced and competent Monitoring and Evaluation Officer for the Project that meets the criteria below, to perform the following tasks:

Tasks
• Develop and coordinate monitoring and evaluation (M&E) systems with standard procedures and process to ensure credible, reliable, timely and cost-effective monitoring data to inform ongoing management decisions, strategic planning and uphold accountability.
• Promoting internal and external M&E knowledge transfer.
• Work with the IT team to mainstream the M & E tools in the ICT driven project research system.
• Ensure timely compilation of internal and external progress reports.
• Work with technical staff to develop and disseminate case stories from the field and out of data base.
• Supervise, coach and mentor field staff on data collection and reporting.
Skills and knowledge
• Detailed knowledge of logframe-based project design, monitoring and evaluation.
• Conducting and/or supervising needs assessments and surveys, and quantitative data analysis.
• Social research methodologies, including highly-developed analytical and communication skills and the ability to assimilate and process information for wide-ranging audiences.
• Ability to train project staff on various M&E aspects.
• Good understanding of legal framework of land rights, as well as gender.
• Good communication and interpersonal skills, team player, able to work with minimal supervision in a fast-paced environment.
• Professional competency in the following computer programs: Microsoft Windows, Outlook, Word, Excel; SPSS.
• Professional fluency in Kinyarwanda and English. French is an added advantage.

Qualifications and skills

Education
• Bachelor’s degree or higher in Social Sciences, Economic Development or related field
• Training in M&E

Experience
• Minimum of three years’ relevant experience in the field.
• Experience conducting M&E in rural development work preferably with experience in participatory processes and gender issues.
• Experience in coaching programme staff and facilitating training.
• Familiarity with land related programmes is an added asset.
