In Tuesday vote, Ngoga got 33 votes beating his Burundian contestant, Leontine Nzeyimana who got three votes of the total 36 voters.
The Speaker’s election follows the swearing-in of EALA members on Monday.
Ngoga will preside over the House and direct its activities for the next five years.
EALA is an organ of the East African Community established in 2001 with the mandate of legislation, representation and oversight.
