Uganda:Mabirizi to promote talents, promises land reforms

{Independent presidential candidate Joseph Mabirizi has promised to promote talents among youth as one way of addressing unemployment in the country.}

Addressing a rally at Mubende Park Yard on Wednesday, Mr Mabirizi said most youth, if trained from the early stage, can become good footballers, actors, musicians, and athletes.

“Many people in Uganda today who fail to attain formal education are regarded as failures and others have remained jobless even after attaining formal education. However, those with talents will be helped by my government,” he said, asking the gathering to turn up on voting day and overwhelmingly vote for him.

Mr Mabirizi also promised to make sweeping land reforms that would improve the relationship between landlords and tenants.
“Many of our people have lost their lives due to endless land wrangles yet there is a remedy for this but the current government simply does not care because some bigwigs are beneficiaries in one way or another. My government will address this matter once and for all,” he said.

Mr Mabirizi’s promise comes just a week after squatters in the neigbouring Kiboga District hacked to death five landlords from Wakiso District who had gone to the area to survey their land in Kiboga District.

The district has in the past registered similar incidents. Last year, one person was killed and 20 cows slaughtered following a fierce fight between a group of Basoga settlers and cattle farmers at Kamucope village.

The Constitution provides, under Article 237(1) that all land in Uganda belongs to the citizens and shall vest in it in accordance with customary, freehold, mailo and leasehold tenure.

A tenant by occupancy on either mailo, feehold or leasehold tenure holding enjoys security of occupancy.

A tenant by occupancy is that lawful or bonafide occupant as defined by section 29 of the Land Act Cap. 227.

Any tenant who does not fall under the above categories is an unlawful occupant (squatter).
