Il n\u2019est pas question de la raison du plus fort qui est toujours la meilleure comme disait Jean de la Fontaine dans la fable \u00ab&nbsp;le loup et l\u2019agneau&nbsp;\u00bb. Le pr\u00e9sident Paul Kagame, proc\u00e9dant \u00e0 l\u2019ouverture de l\u2019ann\u00e9e judiciaire 2011-2012, a indiqu\u00e9 que les Conventions et Trait\u00e9s Internationaux ne doivent pas \u00eatre l\u2019apanage des pays d\u00e9velopp\u00e9s qui s\u2019arrogent le droit de poursuivre en Justice les ressortissants des pays en voie de d\u00e9veloppement, en l\u2019occurrence des Rwandais, et o\u00f9 l\u2019inverse est impossible. Ceci n\u2019est pas universel.<\/p>\n<p>Le pr\u00e9sident Kagame s\u2019adressait ce jeudi au personnel \u0153uvrant au sein de la magistrature ainsi qu\u2019aux amis du Rwanda venus participer \u00e0 cette c\u00e9r\u00e9monie. Actuellement, et les Conventions et Trait\u00e9s Internationaux et la Justice, tout est politis\u00e9, il y a une confusion presque totale, a-t-il rench\u00e9ri.<\/p>\n<p>Le pr\u00e9sident Paul Kagame a donn\u00e9 l\u2019exemple du mandat d\u2019arr\u00eat lanc\u00e9 par un juge Espagnol, Fernando Andreu, \u00e0 l\u2019encontre de 40 hautes personnalit\u00e9s du Rwanda. Depuis lors, aucun proc\u00e8s n\u2019a eu lieu et ledit mandat flotte toujours.<\/p>\n<p>Le pr\u00e9sident Kagame a fait savoir que ce proc\u00e8s va bient\u00f4t d\u00e9passer 14 ans pour de simples raisons facile \u00e0 expliquer. Il ne s\u2019agit pas de proc\u00e8s au sens propre du terme, mais d\u2019une affaire plut\u00f4t politique. Quand vous dites que vous voulez \u00eatre jug\u00e9, on vous r\u00e9torque qu\u2019on n\u2019a pas besoin de vous.<\/p>\n<p>Dans son allocution, le pr\u00e9sident da la R\u00e9publique a exhort\u00e9 les juges qui commencent une nouvelle ann\u00e9e judiciaire \u00e0 ne pas s\u2019atteler uniquement aux probl\u00e8mes du Rwanda et \u00e0 op\u00e9rer au niveau international.<\/p>\n<p>La magistrature du Rwanda s\u2019est remarquablement am\u00e9lior\u00e9e et le nombre de juges professionnels de niveau universit\u00e9 a quadrupl\u00e9 par rapport aux ann\u00e9es ant\u00e9rieures.
