Les diff\u00e9rentes entit\u00e9s qui y \u00e9taient h\u00e9berg\u00e9es seront relocalis\u00e9es provisoirement dans d\u2019autres bureaux.<\/p>\n<p>Dans son communiqu\u00e9, le RDB pr\u00e9cise : \u00ab En attendant que les nouveaux bureaux soient op\u00e9rationnels, les services int\u00e9gr\u00e9s du One Stop Center seront assur\u00e9s au rez-de-chauss\u00e9e du b\u00e2timent du minist\u00e8re des Infrastructures (MININFRA), situ\u00e9 \u00e0 Kimihurura, sur la route KG 1, dans la ville de Kigali. Les autres services continueront d\u2019\u00eatre fournis via les plateformes num\u00e9riques du RDB d\u00e9j\u00e0 utilis\u00e9es. \u00bb<\/p>\n<p>Les institutions qui occupaient l\u2019immeuble du RDB comprenaient notamment le RDB lui-m\u00eame, le RCB, le RMB ainsi que le RHA.<\/p>\n<p>Situ\u00e9 \u00e0 Gishushu, cet immeuble est un b\u00e2timent de 12 \u00e9tages comprenant \u00e9galement quatre niveaux souterrains pouvant servir de parking ou d\u2019espaces d\u00e9di\u00e9s \u00e0 des activit\u00e9s diverses, notamment sportives. Il couvre une superficie totale de 42 000 m\u00e8tres carr\u00e9s.<\/p>\n<p>Il avait \u00e9t\u00e9 acquis par l\u2019\u00c9tat pour un montant de 42 milliards de francs rwandais, dans un contexte marqu\u00e9 par des controverses relatives \u00e0 sa qualit\u00e9 de construction et \u00e0 sa conformit\u00e9 aux normes requises. L\u2019Autorit\u00e9 rwandaise du logement (Rwanda Housing Authority \u2013 RHA) avait indiqu\u00e9 avoir proc\u00e9d\u00e9 \u00e0 une \u00e9valuation technique afin d\u2019examiner son \u00e9tat r\u00e9el.<\/p>\n<p>L\u2019analyse avait r\u00e9v\u00e9l\u00e9 plusieurs insuffisances, conduisant \u00e0 des travaux de correction portant sur des d\u00e9fauts li\u00e9s \u00e0 la conception initiale ainsi qu\u2019\u00e0 d\u2019autres aspects structurels et techniques du b\u00e2timent.<\/p>\n<p>Cependant, au fil du temps, certaines de ces d\u00e9faillances auraient persist\u00e9, voire empir\u00e9, jusqu\u2019\u00e0 susciter des pr\u00e9occupations concernant la s\u00e9curit\u00e9 des occupants et la n\u00e9cessit\u00e9 de nouvelles mesures.<\/p>\n<p>S\u2019exprimant devant les d\u00e9put\u00e9s, le directeur g\u00e9n\u00e9ral adjoint de la RHA, le Dr No\u00ebl Nsanzineza, avait rappel\u00e9 que, lors de l\u2019acquisition du b\u00e2timent, certaines corrections relevaient de la responsabilit\u00e9 du vendeur.<\/p>\n<p>\u00ab Dans les contrats de vente, ces probl\u00e8mes devaient \u00eatre corrig\u00e9s par le propri\u00e9taire. Cependant, il \u00e9tait \u00e9galement pr\u00e9vu que, s\u2019il ne les corrigeait pas, nous retiendrions environ 2 milliards de francs rwandais.
