Selon le minist\u00e8re des Finances, ce financement – principalement compos\u00e9 de pr\u00eats et de subventions internationales – passera d’environ 2\u202f084 milliards de shillings ougandais (plus de 586\u202fmillions de dollars) \u00e0 330,9\u202fmilliards (environ 92,72\u202fmillions de dollars) pour l’exercice 2026\/2027.<\/p>\n

Dans un communiqu\u00e9 publi\u00e9 sur le r\u00e9seau social X, le minist\u00e8re a pr\u00e9cis\u00e9 que le gouvernement entendait \u00ab mettre un effort particulier pour renforcer la mobilisation des recettes domestiques et accro\u00eetre les investissements directs \u00e9trangers \u00bb.<\/p>\n

Pour l\u2019exercice 2026\u20112027, les autorit\u00e9s financi\u00e8res projettent une augmentation des recettes nationales d\u2019environ 9\u202f%, issues d\u2019imp\u00f4ts et d\u2019autres sources, consid\u00e9r\u00e9e comme principal moyen essentiel qui permettra de r\u00e9duire la d\u00e9pendance \u00e0 l\u2019\u00e9gard des financements \u00e9trangers.<\/p>\n

Cette r\u00e9duction intervient alors que l\u2019\u00e9conomie ougandaise, en reprise progressive, se pr\u00e9pare \u00e0 d\u00e9marrer la production commerciale de p\u00e9trole brut cette ann\u00e9e. Les revenus attendus de cette production pourraient, selon le Fonds mon\u00e9taire international (FMI), soutenir une croissance \u00e9conomique plus soutenue et contribuer \u00e0 renforcer les finances publiques.<\/p>\n

Parall\u00e8lement, le gouvernement a indiqu\u00e9 pr\u00e9voir la r\u00e9duction de l\u2019\u00e9mission de dette int\u00e9rieure de 21,1\u202f%, afin de contenir l\u2019endettement public et all\u00e9ger la pression sur le budget national.<\/p>\n
