En effet, le lieutenant-g\u00e9n\u00e9ral Luboya a \u00e9t\u00e9 remplac\u00e9 le 5 juin 2026 par le g\u00e9n\u00e9ral de brigade Kasongo Mulumba Batoka Gaby. Le gouvernement congolais a indiqu\u00e9 que ces changements avaient \u00e9t\u00e9 effectu\u00e9s “en raison de leur caract\u00e8re urgent et n\u00e9cessaire”.<\/p>\n\n\n\n

Le g\u00e9n\u00e9ral Muhoozi avait exprim\u00e9 \u00e0 plusieurs reprises son hostilit\u00e9 \u00e0 l\u2019\u00e9gard du lieutenant-g\u00e9n\u00e9ral Luboya, qu\u2019il accusait de faire obstacle aux op\u00e9rations des forces ougandaises engag\u00e9es dans la lutte contre le groupe arm\u00e9 CODECO.<\/p>\n\n\n\n

En avril 2025, il avait d\u00e9j\u00e0 publi\u00e9 un message sur les r\u00e9seaux sociaux appelant les autorit\u00e9s congolaises \u00e0 d\u00e9mettre le lieutenant-g\u00e9n\u00e9ral Luboya de ses fonctions de gouverneur de l\u2019Ituri, le qualifiant de \u00ab mauvais \u00bb.<\/p>\n\n\n\n

Dans la matin\u00e9e du 19 juin, le g\u00e9n\u00e9ral Muhoozi a publiquement exprim\u00e9 sa satisfaction, affirmant que les plaintes des habitants de l\u2019Ituri avaient \u00e9t\u00e9 entendues et qu\u2019un \u00ab mauvais gouverneur \u00bb avait \u00e9t\u00e9 \u00e9cart\u00e9.<\/p>\n\n\n\n

Le lieutenant-g\u00e9n\u00e9ral Johnny Luboya Nkashama occupait le poste de gouverneur de l\u2019Ituri depuis mai 2021. Il avait \u00e9t\u00e9 nomm\u00e9 \u00e0 ce poste lorsque la province de l\u2019Ituri ainsi que celle du Nord-Kivu avaient \u00e9t\u00e9 plac\u00e9es sous r\u00e9gime d\u2019\u00e9tat de si\u00e8ge militaire, une mesure destin\u00e9e \u00e0 faciliter les op\u00e9rations de lutte contre les groupes arm\u00e9s.<\/p>\n\n\n\n
