Lanc\u00e9e plus t\u00f4t cette ann\u00e9e, celle-ci visait \u00e0 examiner des all\u00e9gations de mauvaise conduite au sein des Forces de d\u00e9fense du peuple ougandais (UPDF), en particulier dans les op\u00e9rations de renseignement et de lutte contre le terrorisme.<\/p>\n<p>Les conclusions de l\u2019enqu\u00eate indiquent que certains officiers de l\u2019UPDF auraient pu inventer ou exag\u00e9rer des menaces d\u2019attentats \u00e0 Kampala afin de d\u00e9tourner des fonds ou de masquer des transactions ill\u00e9gales. Les enqu\u00eateurs ont \u00e9galement examin\u00e9 des rapports de renseignement trompeurs, notamment une affirmation sur la mort du commandant de l\u2019ADF, Meddie Nkalubo, v\u00e9rifi\u00e9e sous la direction de Birungi au CMI.<\/p>\n<p>Le g\u00e9n\u00e9ral a \u00e9t\u00e9 appr\u00e9hend\u00e9 vendredi soir et transf\u00e9r\u00e9 imm\u00e9diatement \u00e0 Makindye. Il s\u2019agit de la premi\u00e8re fois qu\u2019un ancien chef du CMI est incarc\u00e9r\u00e9.<\/p>\n<p>La carri\u00e8re militaire de Birungi a \u00e9t\u00e9 marqu\u00e9e par des bouleversements ces derniers mois.
