Le verdict est en attente depuis deux ans et demi. <\/p>\n<p>Connue sous le nom \u00ab&nbsp;Gouvernement <span data-scaytid=\"6\" data-scayt_word=\"II\">II<\/span>&nbsp;\u00bb, ce proc\u00e8s qui a d\u00e9but\u00e9 le 6 novembre 2003, implique plusieurs anciens ministres dont, celui de la Sant\u00e9 <span data-scaytid=\"7\" data-scayt_word=\"Casimir\">Casimir<\/span> <span data-scaytid=\"9\" data-scayt_word=\"Bizimungu\">Bizimungu<\/span>, des Affaires \u00e9trang\u00e8res <span data-scaytid=\"12\" data-scayt_word=\"J\u00e9r\u00f4me\">J\u00e9r\u00f4me<\/span> <span data-scaytid=\"13\" data-scayt_word=\"Bicamumpaka\">Bicamumpaka<\/span>, de la Fonction publique <span data-scaytid=\"14\" data-scayt_word=\"Prosper\">Prosper<\/span> <span data-scaytid=\"15\" data-scayt_word=\"Mugiraneza\">Mugiraneza<\/span> et du Commerce <span data-scaytid=\"18\" data-scayt_word=\"Justin\">Justin<\/span> <span data-scaytid=\"19\" data-scayt_word=\"Mugenzi\">Mugenzi<\/span>. <\/p>\n<p>\u00ab&nbsp;La sentence dans l\u2019affaire <span data-scaytid=\"10\" data-scayt_word=\"Bizimungu\">Bizimungu<\/span> sera prononc\u00e9e en ao\u00fbt&nbsp;\u00bb, telle est la d\u00e9claration faite par&nbsp;la pr\u00e9sidente du <span data-scaytid=\"3\" data-scayt_word=\"TPIR\">TPIR<\/span>, la juge <span data-scaytid=\"20\" data-scayt_word=\"Khalida\">Khalida<\/span> <span data-scaytid=\"22\" data-scayt_word=\"Rachid\">Rachid<\/span>, dans un discours prononc\u00e9 devant le Conseil de s\u00e9curit\u00e9 et publi\u00e9 ce vendredi sur le site <span data-scaytid=\"23\" data-scayt_word=\"internet\">internet<\/span> du <span data-scaytid=\"4\" data-scayt_word=\"TPIR\">TPIR<\/span>. <\/p>\n<p>L\u2019accusation port\u00e9e contre les ex-ministres <span data-scaytid=\"24\" data-scayt_word=\"rwandais\">rwandais<\/span>, est surtout d\u2019avoir parcouru tout le pays pendant le g\u00e9nocide de 1994, en incitant les <span data-scaytid=\"25\" data-scayt_word=\"Hutu\">Hutu<\/span> extr\u00e9mistes \u00e0 tuer les <span data-scaytid=\"26\" data-scayt_word=\"Tutsi\">Tutsi<\/span>, ce qu\u2019ils nient en plaidant \u2018\u2019non coupable\u2019\u2019. <\/p>\n<p>Partant du retard de la proc\u00e9dure, l\u2019un des accus\u00e9s, <span data-scaytid=\"16\" data-scayt_word=\"Mugiraneza\">Mugiraneza<\/span>, avait d\u00e9j\u00e0 demand\u00e9 \u00e0 quatre reprises l\u2019annulation de l\u2019acte d\u2019accusation sans succ\u00e8s. <\/p>\n<p>Sa derni\u00e8re r\u00e9clamation a \u00e9t\u00e9 rejet\u00e9e par le tribunal en juin 2010, mais l\u2019un des trois juges <span data-scaytid=\"27\" data-scayt_word=\"Emile\">Emile<\/span> <span data-scaytid=\"28\" data-scayt_word=\"Francis\">Francis<\/span> Short, bien qu\u2019en d\u00e9saccord avec l\u2019arr\u00eat des poursuites demand\u00e9 par <span data-scaytid=\"17\" data-scayt_word=\"Mugiraneza\">Mugiraneza<\/span>, \u00e9tait d\u2019avis que les droits de l\u2019ex-ministre avaient \u00e9t\u00e9 effectivement viol\u00e9s. <\/p>\n<p>Ainsi, selon lui, la r\u00e9paration devrait \u00eatre une r\u00e9duction de peine en cas de verdict de culpabilit\u00e9 et un d\u00e9dommagement en cas d\u2019acquittement. <\/p>\n<p>La juge <span data-scaytid=\"21\" data-scayt_word=\"Khalida\">Khalida<\/span> a par ailleurs d\u00e9clar\u00e9e que le jugement dans le proc\u00e8s de deux autres dirigeants de l\u2019ex-parti pr\u00e9sidentiel, le <span data-scaytid=\"29\" data-scayt_word=\"MRND\">MRND<\/span>, serait rendu au cours des derni\u00e8res semaines de l\u2019ann\u00e9e. Ce dernier proc\u00e8s collectif du <span data-scaytid=\"5\" data-scayt_word=\"TPIR\">TPIR<\/span> concerne <span data-scaytid=\"31\" data-scayt_word=\"Matthieu\">Matthieu<\/span> <span data-scaytid=\"32\" data-scayt_word=\"Ngirumpatse\">Ngirumpatse<\/span>, ancien pr\u00e9sident du <span data-scaytid=\"30\" data-scayt_word=\"MRND\">MRND<\/span>, et <span data-scaytid=\"33\" data-scayt_word=\"Edouard\">Edouard<\/span> <span data-scaytid=\"34\" data-scayt_word=\"Karemera\">Karemera<\/span>, ancien vice-pr\u00e9sident du parti. <\/p>\n<p>Accus\u00e9s des crimes de g\u00e9nocide et crimes contre l\u2019humanit\u00e9, les deux hommes r\u00e9pondent surtout pour les actes des membres de leur parti, en particulier les jeunes.&nbsp;<\/p>\n<p><em><strong>Photo <\/strong>&nbsp;: <span data-scaytid=\"8\" data-scayt_word=\"Casimir\">Casimir<\/span> <span data-scaytid=\"11\" data-scayt_word=\"Bizimungu\">Bizimungu<\/span>, ancien ministre de la Sant\u00e9&nbsp;<\/em>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Le Tribunal p\u00e9nal international pour le Rwanda (TPIR) rendra son verdict en ao\u00fbt dans le proc\u00e8s de quatre ex-ministres accus\u00e9s de g\u00e9nocide et de crimes contre l\u2019humanit\u00e9.
