{As the Rwanda National Police continue to demonstrate its zero tolerance to corruption, four men have been arrested for attempting to bribe Police Officers.}
The suspects identified as Martin Rugirangoga, Théoneste Manishimwe, Jean Baptiste Banyangiriki and Isaie Maniriho were apprehended separately.
Rugirangoga was arrested on August 01, trying to bribe an officer with Rwf100, 000 so as his name could be added on the list of people who passed driving license tests.
He is currently being held at Nyarugenge Police Station as investigations proceed.
In Rwimiyaga Sector, Nyagatare District, Police arrested Manishimwe in connection with attempting to bribe a police officer to release his impounded motorcycle.
According to the Eastern Province Police Spokesperson, Inspector of Police (IP) Emmanuel Kayigi, the motorcycle was impounded after its rider was stopped by police who fled leaving the motorcycle behind. .
Police discovered that the motorcycle with plate numbers RB 090V was carrying 100 liters of illicit brew.
The other two suspects, Banyangiriki and Maniriho both residents of Mukama Sector in Nyagatare were arrested on July 22 for allegedly attempting to lure a police officer into releasing the former’s wife Rehema Ahishakiye with a bribe worth Rwf40, 000.
Ahishakiye had been arrested in connection with trafficking and selling illicit brew.
“Immediately after the arrest of, Ahishakiye the Banyangiriki and Maniriho called an officer and insisted on meeting him; when they met, the two attempted to bribe him and they were arrested in the process,” said Kayigi.
He added that, “Their arrest should not come as a surprise because RNP officers are expected to be professional and disciplined as they endeavour to carry out their duties. ‘It is through such discipline that the public will continue to trust us with their safety and security.”
He called upon Rwandans to desist from corruption and bribery acts.
In the Penal code, bribery is defined under article 633, section D, as giving or agreeing to give a gift in cash or any other illegal benefit, for the provision of a service or an act in unlawful way, or to reward the provider of the service or act rendered by a recipient or an intermediary.
Article 641 of the Penal Code stipulates that any person who directly or indirectly offers a gift in order to get an illegal service or refrain from carrying out any usual duties shall be liable to a term of imprisonment of five to seven years and a fine of twice or up to ten times the value of what they had offered in bribes.
