{"id":98,"date":"2011-05-02T14:44:09","date_gmt":"2011-05-02T14:44:09","guid":{"rendered":"https:\/\/new.igihe.com\/police-spokesman-warns-against-graft\/"},"modified":"2011-05-02T14:43:16","modified_gmt":"2011-05-02T14:43:16","slug":"police-spokesman-warns-against-graft","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/police-spokesman-warns-against-graft\/","title":{"rendered":"Police spokesman warns against graft"},"content":{"rendered":"<p><p><strong>Rwanda\u2019s zero tolerance to corruption can be illustrated by<br \/>\nthe recent incidence of corruption in <span data-scaytid=\"3\" data-scayt_word=\"Kanombe\">Kanombe<\/span>, <span data-scaytid=\"4\" data-scayt_word=\"Kicukiro\">Kicukiro<\/span> District of Kigali,<br \/>\nwhere a primary court judge, Lillian <span data-scaytid=\"5\" data-scayt_word=\"Maombi\">Maombi<\/span>, was apprehended after being caught<br \/>\nin a malevolent act of bribery.<\/strong><o:p><\/o:p><\/p>\n<p><strong><\/p>\n<p><\/strong><\/p>\n<p>In an exclusive interview with <span data-scaytid=\"1\" data-scayt_word=\"IGIHE.com\">IGIHE.com<\/span>, the spokesperson<br \/>\nof the Rwanda National Police, Mr&nbsp;<span data-scaytid=\"6\" data-scayt_word=\"Theos\">Theos<\/span>&nbsp; <span data-scaytid=\"7\" data-scayt_word=\"Badege\">Badege<\/span>, said the incident<br \/>\nshould serve as an example to all individuals from the average citizens to<br \/>\nthose occupying high positions in government institutions that corruption<br \/>\nshould be avoided and prevented.<o:p><\/o:p><\/p>\n<p>\u201cIts heavy a crime, it\u2019s a bad principle, it\u2019s a way of<br \/>\nhindering the progress and development that we are undertaking&nbsp;and also a<br \/>\nblemish to the judicial system in our country,\u201d he observes. <o:p><\/o:p><\/p>\n<p>\u201cIn this nationwide <span data-scaytid=\"8\" data-scayt_word=\"sensitisation\">sensitisation<\/span> of <span data-scaytid=\"9\" data-scayt_word=\"anticorruption\">anticorruption<\/span>, we<br \/>\nwish to suppress the idea that power lies in those who are able carry out these<br \/>\nactivities of bribery and deceit. True power lies in abiding by the law. We<br \/>\nshould use this unfortunate occurrence as an example that there is no one above<br \/>\nthe&nbsp;law, be it those who facilitate in establishing it, such as<br \/>\njudges.&nbsp;Most importantly, we should not be afraid to notify or report to<br \/>\nthe authorities in case of any malevolent activities like these,\u201d the Police<br \/>\nspokesman reiterates. <o:p><\/o:p><\/p>\n<p>Rwanda has demonstrated outstanding dedication in fighting<br \/>\nagainst corruption.&nbsp;It is a principle that all citizens should continue to<br \/>\nembrace to sustain development and responsibility to protect and preserve the<br \/>\nrules that govern us.<o:p><\/o:p><\/p>\n<p>And the battle has had rewarding results. A survey<br \/>\nconducted by transparency international in 2010, showed Rwanda to be the least<br \/>\ncorrupt country in East Africa by a considerable margin. Incidents of bribery<br \/>\nare so low with a prevalence of 6 percent compared to <span data-scaytid=\"10\" data-scayt_word=\"neighbouring\">neighbouring<\/span> countries<br \/>\nsuch as Uganda and Burundi that range from 30 percent. <o:p><\/o:p><\/p>\n<p>This impressive fact can perhaps be attributed to the<br \/>\nnationwide anti-corruption drive and divulging of cases of corruption by citizens.<o:p><\/o:p><\/p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Rwanda\u2019s zero tolerance to corruption can be illustrated by the recent incidence of corruption in Kanombe, Kicukiro District of Kigali, where a primary court judge, Lillian Maombi, was apprehended after being caught in a malevolent act of bribery.
