{"id":9397,"date":"2013-07-30T03:55:15","date_gmt":"2013-07-30T03:55:15","guid":{"rendered":"https:\/\/new.igihe.com\/police-receives-ugandan-young-professionals\/"},"modified":"2013-08-03T09:44:39","modified_gmt":"2013-08-03T09:44:39","slug":"police-receives-ugandan-young-professionals","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/police-receives-ugandan-young-professionals\/","title":{"rendered":"Police Receives Ugandan Young Professionals"},"content":{"rendered":"<p>{{A team of 24 Young Professionals from various universities in Uganda, on Monday visited the Rwanda National Police at its headquarters in Kacyiru to get first hand information on how the force contributes to the development of the country.}}<\/p>\n<p>All students are pursuing a degree in Mass Communication.<br \/>\nThe students were received by the Inspector General of Police, Emmanuel K. Gasana, who explained to them the core values, mission and vision of the force.<\/p>\n<p>He explained to the young professionals the force\u2019s priorities which include police-public centred policing \u2013 community policing \u2013 building the force\u2019s capacity and capabilities, international cooperation, welfare, e-policing and fighting corruption.<\/p>\n<p>\u201cWe are serious and strong on corruption because it is a threat to security too. Nations have fallen because of corruption,\u201d the IGP stated.<\/p>\n<p>The force established an anti-corruption, unit, Police Disciplinary Unit (PDU) and conducts internal audits, among others, to fight corruption.<\/p>\n<p>The head of the group, Andrew Mwenda said they came to see how Rwanda is \u201creconstructing a state to ensure that it\u2019s able to serve the interests of the citizens.\u201d<br \/>\nHe commended the road traffic-flow controls and smartness of police and military officers.<\/p>\n<p>\u201cIn all aspects of Rwandan life, you can clearly see that there is an effort to ensure that public institutions are managed in a manner that is efficient and clean,\u201d Mwenda stated.<\/p>\n<p>\u201cThe primary failure of Africa has been a failure of social organization. Africa was not defeated because it has inferior technology. Africa\u2019s failure emanates from the inability to build public institutions and by trace them with public policies that can ensure that their systems and processes are done in a routine manner to produce the same outcome,\u201d he said.<\/p>\n<p>He added: \u201cRwanda is the first post-independence state in Africa after Botswana to build public policies and political institutions that can \u201cmediate the relationship between the state and the citizen in an equitable matter.\u201d<\/p>\n<p>He observed that children from peasantry and rich families in Rwanda have equal chances like in acquiring scholarships and health services, which is not the case in some other countries.<\/p>\n<p>\u201cIt is purely on the basis of need, no political connection,\u201d he observed.<br \/>\nCurrently, 95 percent of students, who acquired scholarships, come from peasantry families.<\/p>\n<p>\u201cWhenever I come to Rwanda, I feel extremely proud that we have a government in Africa that has ensured that even an ordinary citizen has a say,\u201d he noted.<\/p>\n<figure class=\"spip-document spip-document-3319 aligncenter\"><img decoding=\"async\" src=\"https:\/\/en-images.igihe.com\/jpg\/eewq.jpg\" alt=\"\" \/><\/figure>\n<figure class=\"spip-document spip-document-3318 aligncenter\"><img decoding=\"async\" src=\"https:\/\/en-images.igihe.com\/jpg\/eew.jpg\" alt=\"\" \/><\/figure>\n<p>RNP<\/p>\n","protected":false},"excerpt":{"rendered":"<p>{{A team of 24 Young Professionals from various universities in Uganda, on Monday visited the Rwanda National Police at its headquarters in Kacyiru to get first hand information on how the force contributes to the development of the country.}} All students are pursuing a degree in Mass Communication.
