{{The Governor of the Southern Province, Alphonse Munyantwari is proposing for a new law that would punish anybody who gives money to beggars.}}<\/p>\n

Munyantwari argues that giving money to beggars is a way to develop a lasting negative behavior among Rwandan Society.<\/p>\n

\u201cPeople pretending to be compassionate with beggars by giving them money should be punished.\u201d<\/p>\n

Munyantwari said beggars should be directed to reception centers where they can receive aid rather than being supported on streets.<\/p>\n

\u201cIf necessary, legislation should be enacted against people who give money to beggars\u201d, the Governor said that many beggars prefer to remain on streets due to the fact that they know some people will give them money and food.<\/p>\n

“This practice should stop. The Government supports the needy. To these men of good will, they should give their support to their respective villages so that the later should see how they can remove beggars from streets,” Munyantwari told IGIHE.<\/p>\n
