Ntaganda presented himself at the US Embassy early this morning.&#8221;<\/p>\n<p>Minister Mushikiwabo confirmed that the GoR is currently establishing further details on this evolving situation.<\/p>\n<p>The US state department has also issued a confirmation, saying Ntaganda asked to be turned over to the ICC and that they are working to facilitate his request.<\/p>\n<p>&#8220;I can confirm that Bosco Ntaganda&#8230; walked into the US embassy in Kigali this morning. He specifically asked to be transferred to the ICC in The Hague,&#8221; US state department said.<\/p>\n<p>Ntaganda faces charges of conscripting child soldiers, murder, ethnic persecution and rape in eastern Democratic<br \/>\nRepublic of the Congo.<\/p>\n<p>Neither Rwanda nor the US has an obligation to hand Ntaganda over to The Hague-based ICC since they are not parties to the Rome Statute that established the court.<\/p>\n<figure class=\"spip-document spip-document-2201 aligncenter\"><img decoding=\"async\" src=\"https:\/\/en-images.igihe.com\/jpg\/ntag.jpg\" alt=\"\" \/><\/figure>\n","protected":false},"excerpt":{"rendered":"<p>{{Foreign Minister and Government Spokesperson Louise Mushikiwabo said today that new information indicates that Gen Bosco Ntanganda has reported to the US Embassy in Kigali this Monday morning.}} Minister Mushikiwabo said: &#8220;We have just learned that Gen.
