{"id":6503,"date":"2013-03-12T09:26:10","date_gmt":"2013-03-12T09:26:10","guid":{"rendered":"https:\/\/new.igihe.com\/minister-nsengimana-hails-police-on-ict-usage\/"},"modified":"2013-03-12T09:30:23","modified_gmt":"2013-03-12T09:30:23","slug":"minister-nsengimana-hails-police-on-ict-usage","status":"publish","type":"post","link":"https:\/\/new.igihe.com\/english\/minister-nsengimana-hails-police-on-ict-usage\/","title":{"rendered":"Minister Nsengimana Hails Police on ICT Usage"},"content":{"rendered":"<figure class=\"spip-document spip-document-2172 aligncenter\"><img decoding=\"async\" src=\"https:\/\/en-images.igihe.com\/jpg\/ict.jpg\" alt=\"\" \/><\/figure>\n<p>{{The Minister of Youth and ICT, Jean Philbert Nsengimana has lauded Rwanda National Police (RNP) for taking the lead in the use of Information Communication Technology (ICT) and urged institutions to increase the system usage for better productivity and efficient service delivery.}}<\/p>\n<p>The Minister said this on March 12 while officially launching the campaign dubbed \u201cICT Awareness Campaign for Government Officials and civil servants\u201d held at the police headquarters in Kacyiru.<\/p>\n<p>The campaign which started in the Ministry of Internal Security and its attached institutions \u2013 Rwanda National Police and Rwanda Correctional Services \u2013 will continue to other government entities.<\/p>\n<p>He said RNP has utilized ICT through social media like twitter and facebook and its website to reach out the general public by serving, educating and informing them in time.<\/p>\n<p>\u201cWe need to move with the changing world, be innovative and be updated on the new techniques in the use of ICT. The benefits are clear,\u201d he said.<\/p>\n<p>Police, he said, is ahead of criminals, but added there is need to keep updated on the new IT techniques to continue being at the fore front.<\/p>\n<p>The campaign will tackle four areas which are productivity, E-Governant application, social media and cyber security fundamentals.<\/p>\n<p>Productivity will include email and telephone management, Calendar Management, Tasks Management, Website updating and Contact management.<\/p>\n<p>The campaign is aimed at increasing efficiency and effectiveness of civil servants in service delivery, increase public performance and productivity through the use of ICT-enabled services and social media and create awareness on existing cyber threats and risks.<\/p>\n<p>He observed that less than 20 percent of Rwandans owning IT tools like phones, Ipad, laptop and email actually know how to use them.<\/p>\n<p>Apparently, only 3.3 percent of Rwandans are IT literates, but Minister Nsengimana said plans are underway to increase the number to 50 percent in the next five years.<\/p>\n<p>He also said mobile phone subscribers will increase to more than 80 percent from 55 percent currently.<\/p>\n<p>As of December last year 5.6 million Rwandans were active mobile phone subscribers.<\/p>\n<p>The Minister of Internal Security, Sheikh Musa Fazil Harelimana, said the campaign is important in the day-today policing activities.<\/p>\n<p>\u201cCriminals have learnt to use ICT to execute their criminal acts, and it\u2019s important to be ahead of them.
